Carefully evaluate the investment in the third runway of Long Thanh Airport

Accordingly, the Ministry of Construction shall preside over and coordinate with relevant agencies to complete the dossier to report to the Government to submit to the National Assembly to amend Resolution 94/2015/QH13 dated June 25, 2015 on the investment policy of Long Thanh Airport Project at the 10th Session of the 15th National Assembly, ensuring the progress of implementing the 3rd runway and phase 2 of the project in accordance with the direction of the Prime Minister in Document No. 9787/VPCP-CN dated October 10, 2025 of the Government Office .

The immediate investment in the third runway needs to be based on a thorough assessment of the necessity, feasibility, operational efficiency, capital arrangement ability, etc. through the preparation of a Feasibility Study Report of the Long Thanh Airport Project Phase 2 and a report to the Prime Minister for consideration and decision before implementation.

Previously, on October 6, 2025, Prime Minister Pham Minh Chinh issued Official Letter No. 621/LDCP directing the implementation of the Long Thanh Airport Third Runway Project.

Accordingly, the Prime Minister assigned the Ministry of Construction and the Ministry of Finance, according to their assigned functions and tasks, to preside over and coordinate with the Airports Corporation of Vietnam (ACV) to deploy the construction and approval of the Investment Project to build the third runway of Long Thanh Airport with a scale suitable to the project investment policy approved by the National Assembly in Resolution 94/2015/QH13 (achieving level 4F according to the classification of the International Civil Aviation Organization - ICAO) to start construction on December 19, 2025.

According to ACV, currently, for the construction of runway No. 1 (under package No. 4.6, construction of runways, taxiways, and aircraft parking lots), the contractor consortium has basically completed this item. On September 26, 2025, Long Thanh Airport officially welcomed the first calibration flight. The second runway (package No. 4.12) was started at the end of May 2025. The contractor consortium is focusing on construction to strive for basic completion before December 19, 2025, ensuring synchronous completion with the passenger terminal project and putting it into operation in June 2026 according to the required schedule.
