The provincial health sector proactively develops and implements long-term training and development plans, combining on-site training, specialized training and sending people to study specialized subjects. In the first 9 months of 2025, the entire sector organized and coordinated 23 training courses for more than 500 health officials and employees; focusing on improving capacity in urgent areas such as emergency resuscitation, diagnostic imaging, infection control, internal medicine, and traditional medicine. In addition, the Department of Health sent 81 officials for short-term training in Guangxi (China), and sent leaders to join the Ministry of Health's working group in France to learn experience in the field of organ transplantation, contributing to broadening the professional vision of the team.

Linking training with practical needs is clearly shown in the policy of sending staff for specialized training, CK1, CK2, and postgraduate training according to the professional development needs of the units. Many medical facilities have developed appropriate training plans, focusing on both professional skills and hospital and grassroots medical management capacity, in order to gradually form a team capable of undertaking specialized techniques and implementing new techniques locally.
In parallel with training, the province implements a policy of attracting human resources according to Resolution No. 28/2023/NQ-HDND of the Provincial People's Council; up to now, 25 people have been recruited to work at hospitals and medical stations. However, attracting high-quality human resources still faces many difficulties, especially in mountainous, island and remote areas. Some specialized positions such as: Doctor of Medicine, Doctor of Hematology, Anesthesiologist - Emergency Resuscitation, Orthopedic Surgery Specialist... are lacking or not recruited enough, causing many doctors to hold multiple positions, affecting the professional quality of the unit.
To overcome the shortcomings in human resource distribution, the Department of Health has promoted the mechanism of rotation and professional support between levels. The model of "Rotating doctors" and "Linking satellite hospitals" has been implemented, aiming to transfer expertise from upper levels to lower levels, while creating conditions for local staff to learn, practice and improve their skills. In the first 9 months of 2025, the hospitals: Provincial General Hospital, Bai Chay, Provincial Obstetrics and Pediatrics, Vietnam - Sweden Uong Bi, Provincial Mental Health Protection have deployed comprehensive support for 13 grassroots health centers according to the assignment of the Department of Health. At the same time, the centers proactively provided technical expertise to 100% of commune-level health stations in the area.

The work of planning, appointing and managing cadres has been seriously implemented by the provincial Health sector, meeting the requirements of the apparatus after the reorganization. In the first 9 months of 2025, the sector reviewed, supplemented and approved the planning of leadership and management cadres; appointed 9 chief cadres, 17 deputy cadres; completed the appointment process for many leadership positions at hospitals, centers and affiliated branches. The Department of Health actively implemented appropriate procedures for transfer, reappointment and extension of tenure, ensuring continuity in the leadership and management of the units.
In addition to professional efforts, the Department of Health focuses on policies and regimes for staff; fully implementing benefits, such as salary increases, recognition of completion of probationary period, etc. The industry promotes emulation and reward activities to encourage initiatives, improve professional quality, and promote innovation.
With the solutions implemented, the training and development of health human resources in Quang Ninh has made important progress. The province currently has a ratio of 17.4 doctors, 7.4 university pharmacists, and 26.5 nurses per 10,000 people. The province continues to attract resources, build a professional, highly qualified medical team, and better meet the people's health care needs in the coming period.
