According to the Project Management Board, this event marks an important milestone, removing one of the biggest bottlenecks in the progress of the Quang Ngai - Hoai Nhon expressway section in particular and the entire North-South expressway in general.
Mr. Ho Minh Hoang, Chairman of the Board of Directors of Deo Ca Group, acknowledged and praised the spirit of perseverance and efforts to overcome difficulties of the engineers and workers at the construction site.
The Executive Board has actively coordinated with Project Management Board 2 and local authorities to promote and gradually resolve difficulties.
“The tunnel opening on schedule on April 30 is of great significance, demonstrating the solidarity of the entire team. This is an important premise for the entire Quang Ngai-Hoai Nhon expressway to reach the finish line by the end of this year in accordance with the Prime Minister ’s direction,” Mr. Ho Minh Hoang emphasized.
The head of Deo Ca Group also directed the Board of Directors to review the General Contractor model deployed at the project, evaluate the capacity of staff and workers at the construction site, and synthesize practical lessons learned in the construction of bridges, tunnels, roads, and complex geological treatment, etc. to compile training books for "practical engineers" and "practical workers".
This manual will be integrated into the Group's internal training program, helping workers practice their skills and engineers gain experience.
In particular, the publication will be given to universities and colleges as documents, in addition to expanding training for the entire team of workers and engineers of partner enterprises and subcontractors, aiming to orient the development of the PPP ++ model with the goal of continuously improving the management capacity of investment enterprises participating in the integrated model when implementing transport infrastructure projects in the face of the growing demand for "private investment, but public services".
Mr. Le Thang, Director of Project Management Board 2 (representing the investor) highly appreciated the efforts of the team of engineers, workers and the project management ability of Deo Ca Group.
“I would like to thank all engineers and workers of Deo Ca Group for working day and night to complete many important items and open the right tunnel of Tunnel No. 3, one of the largest tunnels on the North-South Expressway to date. Deo Ca has applied advanced technical and technological solutions and organized the construction flexibly, helping to shorten the overall progress by nearly 9 months. This is a very remarkable result,” said Mr. Thang.
According to the representative of Project Management Board 2, during the implementation process, the project encountered many difficulties, from site clearance to design and material mines.
Project Management Board 2 will continue to closely coordinate with Deo Ca, striving to complete the entire project in accordance with the Government 's requirements and believes that, with Deo Ca's capacity and determination, in the future, the Group will continue to conquer more complex projects such as urban railway projects and high-speed railways on the North-South route.
Mr. Ngo Truong Nam, General Director of Deo Ca Group, said that the Quang Ngai-Hoai Nhon section is 88km long, with 3 tunnels through the mountains. Currently, tunnel 1 and tunnel 2 have completed construction, and are installing electromechanical equipment and an intelligent traffic control system (ITS).
During the implementation process, the tunnel construction unit encountered a weak geological zone, which changed a lot compared to the investor's original design documents, greatly affecting the digging speed. Specifically, the weak geological zone is a level IV rock layer, with a strength of less than 25Mpa, almost soil. With normal geology, about 6-10m can be dug each day, but with weak geology, only 1-3m can be dug per day.
The construction unit has deployed many technical solutions, applied the NATM tunneling method of the Deo Ca system, divided the blasting section into many small mirrors to reduce vibration, limit risks and organize construction flexibly to control progress.
At the same time, monitoring work is enhanced, closely monitoring deformation and displacement parameters of structures. Technical milestones are also closely reviewed and checked to ensure absolute accuracy.
“The NATM tunneling method of the Deo Ca system is a tunnel construction technique researched and improved by the Deo Ca engineering team through practical experience from large tunnel projects such as Deo Ca, Cu Mong, Hai Van and has been applied to tunnels No. 1 and No. 2 of the project, thereby clearing the tunnel ahead of schedule,” said Mr. Ngo Truong Nam.
With construction conditions far from water sources, while tunneling work requires a large amount of water, the unit has deployed a water circulation system: collecting, treating and reusing up to 95% of the water.
This solution not only helps maintain continuous construction progress but also saves groundwater resources, contributing to environmental protection.
After clearing the right tunnel branch, Deo Ca Group continued to expand the excavation, lower the foundation, concrete the tunnel lining, etc.
For the left tunnel branch, it is expected to be dug in June, the concrete shell of the two tunnel tubes will be completed in October and equipment installation will be completed by the end of December 2025.
At the Quang Ngai-Hoai Nhon expressway project, the construction site is still operating continuously, including the April 30 holiday to maximize time.
“This is an important time. The Board of Directors always encourages engineers and workers to stay on site and work together to achieve the goal of opening the route on schedule,” Mr. Ngo Truong Nam shared.
Currently, the entire Quang Ngai-Hoai Nhon route is implementing 50 construction projects, mobilizing about 3,500 cadres and workers along with 1,430 pieces of machinery and equipment. The construction output has reached about 8,200 billion VND, equivalent to 62% of the total project volume.
Regarding the road section, the crushed stone construction has reached about 40%, of which more than 10km of asphalt has been paved. With the goal of basically completing the road surface by September 2025 before the rainy season arrives, the contractor has added a series of machinery and equipment, from bulldozers, rollers, asphalt spreaders, to concrete mixing lines, all of which have been reinforced to organize simultaneous construction on the entire route.
Other “backbone” items of the project have also been basically completed. There are 77 bridges on the route, of which 67 have completed the abutments and pier bodies, and 56 have installed girders and decks.
The railway overpass at Duc Pho intersection (Km0+312) is still stuck with site clearance, with 12/37 piles still unable to be constructed. In addition, the actual geology of the tunnels is different from the original design documents, so the rock material excavated from the tunnels does not meet the requirements to be used for other items, leading to a shortage of materials and additional costs for purchasing materials from commercial mines and waste disposal.
There are still many problems, contractors recommend that investors, localities and relevant agencies quickly hand over the site, promptly handle administrative procedures to create conditions for contractors to ensure progress as required.
According to the leader of Deo Ca Group, some local contractors such as Dong Khanh, Phu Hien Vinh, etc. were given favorable conditions to participate in the project, but during the implementation process, they revealed weaknesses and did not meet the requirements on construction capacity and finance. Deo Ca Group, as the head of the consortium, has resolutely removed itself from the project to avoid the risk of delaying the overall progress.
The volume received back from these contractors is carefully reviewed, the unsatisfactory work is isolated for processing, and re-construction if necessary.
