Given the current situation, the organization of extracurricular tutoring and educational partnerships such as foreign language teaching, foreign language teaching with international elements, computer science, life skills, STEM education, critical thinking math, experiential learning, career guidance, etc., at public preschool and primary/secondary schools (educational institutions) in the area still has limitations; its practicality and effectiveness are not high; at times and in some places, there are instances of "coercion" of learners, creating negative public opinion, overloading students, and causing frustration among parents.
The Chairman of the People's Committee of Hai Phong City has signed and issued Document 2253/UBND-VX directing the Department of Education and Training to take the lead, together with the People's Committees of districts and counties, and relevant departments and units, to focus on rectifying the situation so that extracurricular tutoring and educational partnerships at public educational institutions are effective and receive high consensus from students and parents.

Accordingly, it is necessary to strengthen the management and guidance of educational institutions to strictly implement current regulations on supplementary teaching, supplementary learning, and educational partnerships, ensuring the principle of meeting the needs and voluntary participation of learners with the consent of their families; no form of coercion should be used to force students' families or students to participate in these activities. The accountability and transparency of educational institutions and their leaders to students, parents, and society should be enhanced.
Strengthen regular and unscheduled inspections and audits of the implementation by educational institutions; strictly handle cases of non-compliance with regulations and hold accountable the heads of educational institutions where violations occur.
In cases where educational institutions are found to be violating legal regulations or creating negative public opinion and causing resentment among parents, within their authority, they may request these institutions to cease organizing joint teaching programs in order to conduct inspections, audits, and corrective actions; preventing the occurrence of public outcry and resentment among students and parents.
The Department of Information and Communications, in coordination with the Department of Education and Training and other relevant agencies, is tasked with directing media outlets to intensify the dissemination of current policies and regulations regarding supplementary teaching, tutoring, and educational partnerships in public educational institutions. This aims to enhance the responsibility of all levels, sectors, collectives, individuals, and the public in the process of supporting and managing education and training. In particular, it is crucial to ensure that students and parents understand and exercise their rights regarding participation in/non-participation in supplementary classes and partnership activities, and to combat any instances of "coercion" against learners.
