The project aims to improve the capacity, efficiency and safety of two key waterway corridors in the Southern region, contributing to promoting the development of a sustainable logistics system and reducing transportation costs. According to the plan, the project is divided into three components, of which two components focus on upgrading two main corridors. Specifically, the East-West corridor with a total length of about 197 km, connecting Can Tho port and Ho Chi Minh City port, is invested in upgrading to level II channel standards.
In particular, this component will support dredging and expanding waterways in Mang Thit, Cho Lach, Rach La, Tra On and Rach Ky Hon rivers ( Vinh Long province); building embankments in Mang Thit, Cho Lach and Rach La to adapt to climate-induced erosion risks; rebuilding Cho Lach 2 bridge to increase bridge clearance and navigation span as well as better withstand situations when water levels rise.
After upgrading the river sections, this canal will reduce the shipping distance by about 92km compared to the existing route, allowing ships with a load capacity of over 300 tons to circulate.

The remaining component upgrades the North-South corridor, connecting ports from Dong Nai to Cai Mep - Thi Vai deep-water port (HCMC) with a length of about 82 km. The scale of investment includes expanding dredging and installing a signaling system, helping ships with a tonnage of up to 5,000 DWT and container ships of 200 TEU (equivalent to 200 trucks) operate smoothly all year round.
The total investment of the project is over 163 million USD (estimated at over 3,899 billion VND). Of which, the loan capital from the World Bank is over 106 million USD, the domestic counterpart capital is over 55 million USD.
The project is implemented in Vinh Long, Dong Thap, Tay Ninh and Dong Nai provinces, with the Ministry of Construction as the managing agency and the Maritime and Waterway Project Management Board as the direct implementing unit.
Project implementation period is 2025-2029, possibly extended to 2030.
