On the morning of November 6, when the rain and wind began to intensify in the coastal areas, Mr. Do Huu Huy, Deputy Secretary of the Dak Lak Provincial Party Committee, and Mr. Dao My, Vice Chairman of the Provincial People's Committee, directly inspected the response work to storm No. 13 (Kalmaegi) in the areas forecast to be most severely affected when the storm makes landfall.
From early morning, the provincial working group was present at the boat anchorage area of Vung La village, Song Cau ward, where thousands of fishing boats and aquaculture cages of fishermen are gathered. Here, Mr. Do Huu Huy requested local leaders and functional forces to strengthen their grasp of the situation, absolutely not to let people be subjective and negligent in the face of the complicated developments of the storm.

“All boats must enter the anchorage before 12 noon today. Households living along the coast, especially those who raise aquatic products and lobster cages, must go ashore at the prescribed time. No one must be left at sea when the storm hits because big waves and strong winds can sweep away all property and threaten people's lives,” the Deputy Secretary of the Provincial Party Committee emphasized.
Mr. Do Huu Huy also requested local units to review and inspect each cage and each seafood farming area, and arrange vehicles ready for emergency response when an incident occurs.
Arriving to inspect Tu Nham village, a coastal residential area with many households living in makeshift level 4 houses, Mr. Do Huu Huy and local forces went from house to house, knocking on people's doors to check on the situation of people being evacuated to safe places to avoid the storm. At 9:00 a.m., the time the evacuation plan officially took effect, some households were still lingering to pack up their belongings. "People must leave here immediately, not wait any longer. The storm is approaching, the wind has started to get stronger. Life is paramount. If any household does not comply, we will have to force them to ensure the safety of people's lives," Mr. Huy said when directly persuading each household to leave the dangerous area.

In addition, Mr. Do Huu Huy also requested the locality to mobilize the Militia, Police, and Army forces to support people in moving their properties, securing their houses and locking their doors before they reach the evacuation site. At the same time, the Police force must patrol and control to ensure security and order, protect property and support people when incidents occur. The government must arrange forces to be on duty 24/7 to check and remind, absolutely not allowing people to return when safety is not guaranteed.
Three coastal areas will be directly affected.
According to the Deputy Secretary of the Dak Lak Provincial Party Committee, Song Cau Ward is an area that is likely to be strongly affected by high tides and strong winds caused by storm No. 13. Therefore, Mr. Do Huu Huy requested the local authorities to close the alleys leading to the sea, preventing people from going out to sea, especially tonight and early tomorrow morning when the storm approaches the shore.
“The houses here are all in disrepair and cannot survive if the storm makes a direct landfall. I request the local authorities to resolutely evacuate, even forcibly if necessary, to protect people’s lives. The authorities will look after and reinforce the houses and properties of the people to limit damage,” said Mr. Huy.

He affirmed that the province has directed localities to complete preparations for concentrated evacuation areas, ensuring electricity, clean water, necessities and medical staff are ready. “Plans must be ready for the worst-case scenario. Localities must be proactive, not waiting or relying on support forces from the province. Storm prevention is the key political task at this time. We must do it to the end, not allowing any human losses. We can overcome material damage, but we cannot regain human lives,” the Deputy Secretary of the Dak Lak Provincial Party Committee emphasized.
In addition, Deputy Secretary of the Provincial Party Committee Do Huu Huy said that three localities including Song Cau ward, Xuan Canh commune and Xuan Loc commune are areas located close to the eye of storm No. 13, with long coastlines and thousands of households living along the coast. Therefore, these will be the areas directly affected when the storm makes landfall. “Local authorities are required to resolutely mobilize people to evacuate to safe places, and if necessary, forcibly relocate to ensure people's lives. For boats, they must be urgently brought to shelters and anchored safely, and absolutely do not let people stay in aquaculture areas and rafts, where there are great risks when the wind is strong and the waves are big. This is a storm with strong intensity, very strong winds and is extremely dangerous. Localities absolutely must not be subjective or negligent,” Mr. Huy emphasized.

Regarding communication work, he noted that this is the most important factor, because through experience from last year's storms in the North and the natural disaster at the beginning of the year in Thai Nguyen, the loss of communication has made it impossible for local authorities to report promptly to superiors, making it difficult to direct response. "We request that telecommunications enterprises, especially Viettel, set up more temporary mobile transmission stations in key areas to ensure smooth communication. Information must be clear for quick direction and timely rescue," said Mr. Huy.
Regarding storm prevention work, Mr. Dao My, Vice Chairman of Dak Lak Provincial People's Committee, said that this morning he inspected all vulnerable points of high tides, especially those with strong winds. Along with that, Mr. My said that he had requested all places to evacuate human assets to safe places before the storm made landfall, and had mobilized "4 on-site" forces in localities to ensure safety. In case of places at risk of flooding, support from the provincial level and other places will be provided to evacuate people to safe places.
