The Resolution of the 1st Provincial Party Congress, term 2025 - 2030, identified 1 of 3 breakthroughs as breakthrough in applying science and technology, digital transformation, focusing on digital government serving the people, leadership, administration and digital economy serving production and business, focusing on deep processing industry of agricultural, forestry and fishery products associated with strong decentralization and decentralization according to the model of "multi-center province" and modern digital government.
According to the Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Van Mung, the development of science and technology, innovation, and digital transformation are key driving forces to promote economic growth and improve the province's competitiveness. An Giang strives to become a locality in the top 20 localities nationwide in terms of digital competitiveness (DTI) and digital government development index, local innovation index (PII) in the period 2025 - 2030. The province focuses on promoting the development of science and technology, innovation, and digital transformation associated with the effective implementation of programs and action plans of the Central and local governments; focusing on key economic sectors; accelerating the development and completion of digital infrastructure and smart cities in Rach Gia, Ha Tien, Phu Quoc, Long Xuyen, and Chau Doc.
Every year, the province prioritizes allocating at least 3% of the total local budget expenditure for science and technology development, innovation and digital transformation. This funding source is focused on key projects such as building digital infrastructure, developing databases, upgrading operation centers, training human resources, and supporting businesses in digital transformation. In 2025, the province will allocate more than VND938.5 billion, accounting for 2.48% of the total provincial budget expenditure, to invest in science and technology development, digital transformation and science and technology projects to serve the 2027 APEC summit in Phu Quoc.
Developing science and technology, innovation and digital transformation has become a strategic breakthrough for the province to successfully achieve the socio-economic development target with a double-digit growth rate in the period of 2025 - 2030. Director of the Department of Science and Technology Vo Minh Trung said: "An Giang will build specific mechanisms and policies, appropriate incentives, creating a premise for developing science and technology, innovation and digital transformation. The Department of Science and Technology will synchronously deploy many solutions to improve the efficiency of scientific research, technology transfer, develop a creative startup ecosystem, and digital economy to create a new model and driving force for the province's growth".
Up to now, science and technology, innovation and digital transformation have gradually become key factors, promoting the province's rapid and sustainable development, making practical and comprehensive contributions in all fields such as health, education, agriculture, tourism, etc. The application of scientific achievements to life helps improve labor productivity, save resources, and adapt to climate change. Innovation is the key to opening up new development opportunities, encouraging entrepreneurship, building an innovation ecosystem, and encouraging businesses to boldly invest in research and development. By valuing and promoting innovation, the province creates great added value and improves people's lives. Digital transformation is comprehensively implemented on three pillars including digital government, digital economy, and digital society, creating a strong shift in governance, operation, and socio-economic development of the province.
In the coming time, the province will continue to pay attention and prioritize investment in science and technology development, innovation, and digital transformation, including allocating funding and resources to implement breakthrough research programs, key and potential industries such as marine economy, biotechnology, agricultural processing, medicinal materials, high-tech agriculture, artificial intelligence; enhancing application and transfer in science and technology; prioritizing the application of digital transformation (IoT, AI, Big Data...) in production, agriculture, healthcare, tourism, education and serving management, forecasting, and improving the province's competitiveness.
Concentrating investment resources for science and technology development, innovation, and digital transformation is a strategic step, demonstrating long-term vision and determination to thrive in the digital age. This is not only the task of state agencies but also requires the cooperation of the whole society. In which, people and businesses are the center, the subject, the main resource, the driving force; scientists are the key factor; the State plays the role of creating, leading, and creating the most favorable conditions for science and technology development, innovation, and digital transformation.
