According to the report at the conference, after the first session (held on March 18), the Ministry of Science and Technology, together with central and local ministries and branches, actively and synchronously deployed many groups of solutions to promote the development of science, technology, innovation, digital transformation and Project No. 06.

The representative of the Ministry of Science and Technology said that in recent times, the awareness of innovation in thinking about developing science, technology, innovation and digital transformation among leaders of sectors and localities has changed a lot; the unit has advised and submitted to the Government to issue a number of decrees, guiding the pilot implementation of a number of special mechanisms and policies to create breakthroughs in developing science, technology, innovation and national digital transformation. At the same time, the Ministry of Science and Technology also builds and completes digital infrastructure, ensuring coverage of 5G broadband mobile network nationwide in conjunction with promoting the deployment of satellite internet. Build a mass open online training platform to provide free knowledge about developing science, technology and innovation, digital knowledge, skills, and basic digital technology for people and businesses. Pay attention to digitizing archival documents in the process of reorganizing the apparatus of the political system. Guide the implementation of e-government and digital government to meet the goal of digital transformation, while creating an interconnected data system between commune, provincial and central levels. Focus on reviewing and reforming institutions, simplifying administrative procedures, creating convenience for people and businesses.

Implementing Project No. 06, the Ministry of Public Security coordinated with the Central Propaganda and Mass Mobilization Commission to launch the movement and launch the "Digital Popular Education" platform on March 26, 2025. Piloting biometric identification at Tan Son Nhat Airport (Ho Chi Minh City); measures to manage and authenticate bank accounts for crime prevention and control; urging the implementation of data cleaning solutions, issuing identification numbers for Vietnamese children born abroad; launching a 90-day peak period to clean up marriage data and implementing the reduction of procedures for confirming marital status.

In Bac Giang, the Provincial Party Committee, the Provincial People's Committee, and the Chairman of the Provincial People's Committee regularly pay attention to and resolutely direct the implementation of tasks of developing science, technology, innovation, and digital transformation. Establish a Provincial Steering Committee on developing science, technology, innovation, and digital transformation, and a plan to implement the movement "Digital literacy for all". Add the content of leadership and direction of tasks and solutions to promote the development and application of science and technology, innovation, and digital transformation in all fields to the monthly work program. In addition, the province focuses on investing in developing infrastructure for science, technology, innovation and digital transformation. Information technology infrastructure is increasingly developing with a stable transmission system, widespread mobile coverage and fiber optic internet, promoting the application of digital technology. The online meeting system is expanded, effectively supporting the direction and operation work. The work of digitizing documents and data of civil servants is implemented methodically, towards modern electronic storage. Complete 100% of the collection and issuance of digital certificates for specialized public services.

For Project No. 06, the province has cleaned up land data to simplify and reduce administrative procedures in the field of residence; integrated and connected with local land databases and national population databases.

In their presentations at the conference, representatives of ministries, branches and localities supplemented and clarified the methods and results achieved, and pointed out the shortcomings, difficulties and obstacles related to investment resources for building technical infrastructure, management and operation of digital infrastructure; the provision of online public services by ministries, branches and localities is still slow; and proposed solutions for implementation in the coming time.

In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the active participation of central ministries and branches, and commended the response of the majority of people and businesses in realizing the goals of developing science, technology, innovation, and digital transformation.

In addition to the achieved results, he emphasized the consistent guiding viewpoint of the Government is to promote the development of science, technology, innovation, digital transformation must be associated with the simplification of administrative procedures, eliminate the mechanism of asking - giving, taking people and businesses as the center, the subject, the resource, the driving force. Promote public-private partnership to mobilize maximum resources.

To complete the set goals and tasks, the Prime Minister requested ministries, branches and localities, based on their functions and tasks, to be more rapid, bold and effective in leading, directing and implementing the development of science, technology, innovation and digital transformation. Strengthen inspection, supervision and handling of arising issues, improve the effectiveness of organization and implementation.

With the motto of a streamlined apparatus, connected data, and modern administration, ministries, branches, and localities are interested in promoting 3 breakthrough axes: Digital Strategy - Digital Infrastructure - Digital Human Resources. At the same time, increase resource mobilization for the field of science and technology. In addition to state resources, it is necessary to pay attention to promoting the development of the private sector, considering this an important and primary resource. Continue to review and perfect policies and institutions, creating conditions for businesses to participate deeply in the field of science and technology development and digital transformation.

The Prime Minister requested ministries, branches and localities to urgently develop documents guiding the implementation of the resolution, develop projects to implement policies; promote the development of digital infrastructure, build digital databases connected to the national database. The heads of Party committees and authorities need to change their thinking towards increasing decentralization, delegation of authority, and increasing responsibility for subordinates; need to be closer and more determined in directing, inspecting and urging, creating clear changes in the work of developing science, technology and digital transformation.
