Promoting the application of technology in investigation and grasping public opinion

On the afternoon of March 21, the working delegation of the Central Propaganda Department led by Member of the Party Central Committee, Permanent Deputy Head of the Central Propaganda Department Lai Xuan Mon worked with the Hanoi Party Committee to survey the implementation of Conclusion No. 100-KL/TW of the Secretariat on innovation and improvement of the quality of investigation, grasping and researching public opinion in Hanoi.

Innovation , close adherence to reality at a higher level

Reporting on the summary of the results of 10 years of implementing Conclusion No. 100-KL/TW of the Hanoi Party Committee, Deputy Head of the Standing Committee of the Hanoi Party Committee's Propaganda Department Pham Thanh Hoc said that on August 28, 2013, the Standing Committee of the City Party Committee (15th term) issued Project No. 05-DA/TU on "Innovation in research, grasping and orienting public opinion to serve the leadership, direction and administration of the City".

On March 17, 2021, the Hanoi Party Committee issued 10 working programs of the 17th City Party Committee for the 2020-2025 term, in which Program No. 01-CTr/TU stated the key tasks and solutions as "Improving the quality of investigation, grasping and researching public opinion to effectively serve the leadership and administration of Party committees and authorities at all levels". This is an orientation for public opinion work in the city to be innovative and closely follow reality at a higher level.

After 10 years of implementing Conclusion No. 100-KL/TW, in Hanoi there are a number of good models and effective methods. Specifically, the Propaganda Department of the City Party Committee established a team of investigators specializing in sociology, social work... with experience in investigation to participate in field surveys, directly interview people and subjects to be surveyed to ensure scientific , objective and effective investigations.

The City Party Committee's Propaganda Department and some Propaganda Departments of districts, towns and cities organized public opinion meetings by clusters and occupational groups, established groups of collaborators on social networks such as Zalo, set up pages and social network accounts on Facebook, TikTok, and YouTube to increase information orientation and receive feedback.

At the same time, build and exploit network information management software to collect and analyze social opinions before events, management and operation work. Deploy channels to grasp public opinion through access links and QR code scanning; establish a Council of Advisors to synthesize and analyze public opinion; build a "Green Zone" model in cyberspace.

To ensure objectivity and scientificity in some preliminary and final contents, the City Party Committee has directed the Propaganda Department to organize investigations, surveys, and public opinion polls to obtain specific data. The Hanoi City Party Committee assigned the Propaganda Department as the standing agency to manage, organize, monitor, and build a network and team of social public opinion collaborators to ensure both quantity and quality. Currently, the team of public opinion collaborators in the area is divided into two levels, including the city level and the district, county, and town level.

Many good models and creative approaches are being implemented.

Speaking at the working session, Deputy Head of the Central Propaganda Department Lai Xuan Mon said that in order to have a theoretical and practical basis for comprehensive and objective assessment, ensuring the quality and progress of the implementation of Conclusion No. 100-KL/TW of the Secretariat on the work of investigation, grasping and researching public opinion, and at the same time advising the Secretariat on the Project to summarize 10 years of implementing Conclusion No. 100-KL/TW, the Central Propaganda Department has established a survey team for many units and localities, including Hanoi City.

The Deputy Head of the Central Propaganda Department assessed that recently, the Hanoi Party Committee has done a good job in investigating and grasping the situation of public opinion with many good models and creative ways of doing this work.

Emphasizing that the survey results are important documents, serving as a basis for the upcoming summary report of the Central Committee, the Standing Deputy Head of the Central Propaganda Department affirmed the importance of investigating, grasping and researching public opinion in the current context.

Accordingly, through public opinion, it will help to adjust the Party and State's policies, guidelines and strategies to be closer to the people and to reality; adjust the leadership and management methods of the leadership team at all levels. Along with that, it will help to grasp the ideological and political situation of cadres, party members and the people to create consensus and unanimity in decisions; fight against erroneous and hostile viewpoints....

Speaking at the meeting, Deputy Secretary of the City Party Committee Nguyen Van Phong emphasized the importance and role of capturing and researching public opinion in the current context along with important, official information in the press. Accordingly, in the context of social network development, capturing public opinion is increasingly important to serve the leadership, direction and administration of the city's authorities at all levels. Thanks to that, the city minimizes the occurrence of hotspots of social insecurity and disorder in the city.

To effectively implement Conclusion No. 100-KL/TW, the Standing Committee of the City Party Committee regularly requests Party committees at all levels, the government, the Fatherland Front and socio-political organizations to pay special attention to public opinion work. District, county and city Party committees proactively develop projects, programs, plans and topics at their level to continue promoting and improving the quality and effectiveness of research work and grasping public opinion.

The Deputy Secretary of the City Party Committee, on behalf of the Hanoi Party Committee, made a number of recommendations to the Central Survey Team to make the investigation, grasping and research of public opinion in the new situation more effective. In particular, it is necessary to pay attention to the specific factors of localities such as Hanoi. At the same time, promote the application of information technology in the investigation and grasping of public opinion.
