Strengthen inspection and supervision to ensure strong association activities

Leaders of the Provincial Women's Union inspected the "Trusted Address" model of Project 8 in Yen Khuong commune.

Implementing Project 8 on "Implementing gender equality and solving urgent issues for women and children" under the National Target Program on socio -economic development in ethnic minority and mountainous areas, the Standing Committee of the Provincial Women's Union has strengthened supervision in localities where the project is deployed to ensure effective and quality implementation. In 2024 alone, the Provincial Women's Union organized 38 supervision sessions in 38 communes implementing the project. Through the monitoring work, it can be seen that the implementation of Project 8 in the province has achieved positive results such as: establishing 36 "Trusted Address" models; 60 "Leaders of Change" clubs; organizing 66 dialogues on policies; organized the "Festival of creative communication models and application of information technology in the activities of the association"... The activities attracted a large number of cadres, women's union members, and people in ethnic minority areas. Thereby, initially creating a change in awareness in the community about gender equality for women and children in ethnic minority areas.

The cooperative group model for raising native black pigs in Na Tao village, Pu Nhi commune and Hau village, Tam Lu commune was established in 2023 from the 1,400 VND text message funding of the program "Accompanying women in border areas". This is a livelihood model for poor women in border communes with a total budget of 100 million VND/model, each model has 10 households. For the model to operate effectively, the Provincial Women's Union directed all levels of the association to strengthen the use of capital and care for breeding pigs according to the trained process. After 1 year of operation, both cooperatives took good care of breeding pigs, managed the initial capital and had pigs to sell to increase income. At the end of 2024, on average, each member of the cooperative raising native black pigs in Na Tao village earned nearly 10 million VND; each member of the cooperative raising native black pigs in Hau village earned more than 19 million VND.

These are two of the contents of the inspection and supervision directed by the Provincial Women's Union to grasp the situation, remove difficulties and obstacles at the grassroots level so that the activities of the union and the women's movement in the province can develop more and more. Clearly identifying the important role of inspection and supervision, every year, the Standing Committee of the Provincial Women's Union has established inspection teams to carry out inspection and supervision of the following contents: implementation of the annual work plan, programs, projects, breakthroughs associated with the implementation of the annual theme; propaganda, study, dissemination, deployment and development of action programs to implement the Resolution of the 13th National Women's Congress and resolutions of the Women's Congresses at all levels; organization and implementation of emulation works and tasks... Inspection and supervision work is carried out, integrating activities to ensure savings, efficiency, and avoid causing trouble for the locality. In the first 6 months of 2025 alone, the Inspection Committee (IC) coordinated with the Executive Committee of the Women's Union at all levels to organize 98 inspections, including 9 at the provincial level and 89 at the district and grassroots levels. The inspection content focused on the implementation of the union's work program and women's movement in 2025, in conjunction with understanding the thoughts and aspirations of cadres and members in the process of arranging and organizing local governments according to the 2-level model; complying with regulations and guidelines of the Charter of the Vietnam Women's Union; managing and using membership fees and union funds.

Through inspection, many units have had creative and flexible ways of organizing emulation movements and performing union tasks. Compliance with regulations and instructions on implementing the Charter of the Vietnam Women's Union has been strictly implemented. The management and use of membership fees and association funds of all levels of the association have complied with the provisions of law and the association's charter; collection and disbursement of membership fees and association funds have been well implemented; the rate of deduction and reduction of membership fees has been in accordance with the guidance of the association's charter; full documentation has been kept, with clear records and records. Regarding thematic supervision, all levels of the association have established supervision teams on the management of entrusted loan capital from the Vietnam Bank for Social Policies and credit with the Bank for Agriculture and Rural Development. Through supervision, in general, the Women's Union at all levels has coordinated well with the two banks, focused on handling overdue debts; assigned staff to directly supervise and monitor capital sources in accordance with regulations.

Due to the good performance of the inspection work, the Inspection Committee of the Women's Union at all levels did not receive any complaints or denunciations from female cadres and members; no union cadres were disciplined. Promoting the achieved results, in the last months of the year, the union focused on drafting directive documents and guiding the operating model of the Inspection Committee at all levels after restructuring the apparatus and perfecting personnel in accordance with the new situation according to the orientation of the Central Inspection Committee of the Vietnam Women's Union. Researching and guiding professional inspection work in accordance with the model after restructuring and merging. Continuing to direct and organize the implementation of inspection work, resolve complaints and denunciations and enforce discipline within the union system.
