At the meeting, the Steering Committee listened to the Report on the results of implementing tasks in Resolution 57-NQ/TW in the first 6 months of the year, deploying tasks for the last 6 months of 2025; Summary report on Action Plan No. 475-KH/TU, dated May 22, 2025 of the Standing Committee of the City Party Committee to implement Resolution No. 57-NQ/TW; Report on the Cooperation Plan between Hai Phong City and FPT Group in 2025; Report on the deployment of the Software for synthesizing reporting information in agencies, units, and localities from the city level to the grassroots level; Report on the coordination with relevant agencies and units of Hai Duong province to prepare solutions for applying information technology, digital transformation to serve the work of leadership, direction, operation, information, reporting and coordination between agencies in the city's political system after the merger of Hai Duong province and Hai Phong city.
After listening to the reports and opinions of the Steering Committee members, Comrade Le Tien Chau, Secretary of the City Party Committee, Head of the City Steering Committee on Science and Technology Development, Innovation and Digital Transformation, acknowledged the efforts and initial results of the Departments, branches, units and localities, who have proactively taken part in implementing their work, coordinating with relevant Departments, branches and units of Hai Duong province to evaluate technology and databases to serve the consolidation.
The Secretary of the City Party Committee emphasized that in order to strive to achieve the goal of Hai Phong city reaching the top 3 localities nationwide in digital transformation in 2025, agencies and units need to be more determined in performing assigned tasks, taking advantage of the support of the Central Ministries and branches as well as learning from the experiences of previous localities. There is not much time left in 2025, in the context of having to carry out many tasks related to consolidation and socio-economic development, the Secretary of the City Party Committee suggested that it is necessary to continue to coordinate with agencies and units of Hai Duong province to review and carefully assess the current situation stated in the Central Plan to complete and supplement new goals, targets, and action plans in the direction of closely following the targets assigned by the Central Government; specifically assess the current status of infrastructure and technology platforms of the two localities to unify new infrastructure, synchronize technology before merging, ensuring to meet the requirements of the tasks; Regularly inspect, urge, and review tasks in resolutions, plans, and work programs of the Central and the city so as not to miss assigned tasks; focus on building a monitoring system in the implementation of Resolution No. 57-NQ/TW of the city, connecting the Central monitoring system; build a reporting mechanism, standardize report content, and reporting time; closely follow the Central's direction to promptly receive and train software; propose to the Central to allow Hai Phong city to pilot a number of tasks on digital transformation.
The Secretary of the City Party Committee proposed that the Party Committee of the City People's Committee, based on the action plan, advise the City Party Committee to deploy tasks for the period 2025 - 2030. The tasks must be specifically identified for each year, following the motto of clear people, clear work, clear progress, clear responsibilities, and resources to ensure feasibility; develop a cooperation plan with advanced countries in the world, the region, and other localities to learn from experience, focusing on prioritizing industry, seaports, and logistics; promptly report to the Standing Committee of the City Party Committee to issue a Directive to apply AI in performing tasks; focus on investing in and upgrading the city's data center; build a smart monitoring and control center, a center to support startups and innovation.
The Secretary of the City Party Committee requested the City Party Committee Office to regularly inspect, urge, and review the tasks of the Steering Committee members and agencies and units; coordinate with the City Party Committee and People's Committee to develop software to synthesize reports, ensuring consolidation when connecting with Hai Duong province; develop the functions and tasks of the Advisory Council to seek opinions on key areas in the coming time. The City Party Committee's Propaganda and Mass Mobilization Department focuses on implementing the "Digital Education for All" movement with a synchronous and creative approach, ensuring the necessary skills in people's daily lives. The Department of Home Affairs studies and supplements the Resolution on attracting talents in the direction of having a special mechanism for cadres working in science, technology, and innovation. The Vietnam Fatherland Front Committee of the city and organizations continue to propagate the implementation of Resolution No. 57-NQ/TW with creative approaches, ensuring that cadres, party members, and people can easily remember and do. The Secretary of the City Party Committee requested members of the City Steering Committee on Science and Technology Development, Innovation and Digital Transformation and the Working Group and advisory members to closely follow the assigned tasks, considering this as the city's key task to develop and advance in the coming period./.
