Multidimensional poverty rate decreased
The National Target Program on Sustainable Poverty Reduction has become a priority task and goal in the direction and administration of Party committees and authorities from the provincial to grassroots levels. According to statistics, the poverty rate according to the multidimensional poverty standard at the beginning of the period (early 2022) was 27.37%, by the end of 2024 it was 19.46%, down 7.91% (an average annual decrease of 2.63%), achieving and exceeding the set plan. The poverty rate of ethnic minorities at the beginning of the period (early 2022) was 30.54%, by the end of 2024 it was 21.11%, down 9.46% (an average annual decrease of 3.15%), achieving and exceeding the set plan.
Implementing the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025, Bach Thong district has effectively implemented poverty reduction policies and projects under the program. Mr. Hoang Sy Bao, Secretary of the Party Committee of Sy Binh commune (Bach Thong) said: “The target of reducing 50 poor households and 62 near-poor households in 2025 is a relatively difficult task for the commune. But to reach the finish line in building new rural areas, we must solve the problem of poverty reduction and increase people's income. The commune will combine and effectively use resources, focusing on the National Target Program”.
Thanks to the implementation of the National Target Program on Sustainable Poverty Reduction, up to now, 100% of workers from poor households, near-poor households, and households that have just escaped poverty in Bac Kan province have been supported with connection, consultation, and job search assistance. 100% of social policy beneficiaries eligible for health insurance have been issued full and timely health insurance cards... contributing to ensuring social security, promoting economic growth, and reducing poverty in ethnic minority and mountainous areas.
Disbursement progress is still slow
Based on the central budget support, Bac Kan province arranges counterpart funds to implement the Program at least 3% of the total central budget. Fully and promptly allocate the Program's support funds to units and localities for implementation. Currently, the Program's disbursed capital is 645,527/741,405 million VND, reaching 87.07% of the plan.
The progress of the Program implementation is still slow, the deployment of career capital is difficult. The projects supporting production development have many steps and many procedures; the capacity of some officials at the grassroots level is still limited; some activities on supporting repair and purchasing equipment for vocational training facilities... guidance documents are not consistent and timely; housing support for poor and near-poor households has different policies between the National Target Programs, so people compare and choose to receive higher levels, and have to adjust the support list many times. Guidance documents are not complete, consistent, and timely, leading to confusion in the implementation process, so the implementation progress is slow and disbursement is low.
Need a solution
In order to continue focusing resources of the National Target Program to support areas with high poverty rates, remote areas, ethnic minority and mountainous areas... it is necessary to strengthen the leadership and direction of Party committees and authorities at all levels. Develop breakthrough mechanisms and policies on job creation for workers in line with digital transformation and the high-quality labor market. Promote investment in rural infrastructure and programs to support production development for people. Allocate the budget publicly, transparently, fully and promptly; create favorable conditions for localities to proactively mobilize local resources and integrate other resources, contributing to improving the effectiveness of Program implementation.
At the conference to review the National Target Program on Sustainable Poverty Reduction for the period 2021-2025, Comrade Nguyen Dang Binh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee directed: In the coming time, it is necessary to synchronously and effectively implement poverty reduction programs and projects associated with new rural construction, socio-economic development, job creation, income improvement and quality of life of people. Prioritize investment resources for extremely difficult areas, ethnic minority areas, remote and isolated areas; encourage and create conditions for people to participate in production and business development, restructuring crops and livestock, and applying scientific and technological advances in production./.
