As of May 8, the whole province has 9 consulting units determining land prices for 31 projects (24 projects on land allocation, land lease, and land use purpose change according to the 2013 Land Law; 2 projects on land use purpose change according to the 2003 Land Law; 5 projects implemented according to the conclusions of the Government Inspectorate and State Audit).
At the meeting, the Department of Agriculture and Environment reported that there are still many difficulties in the process of determining land prices such as: the human resources working in determining specific land prices are still limited; land valuation is a difficult field, regulations are constantly changing, unclear, lacking feasibility, difficult to implement in practice; detailed planning at a scale of 1/500 is still overlapping. In addition, the collection of input data to conduct land valuation still faces many difficulties because the database that meets the land valuation requirements of the sectors (tax authorities, Land Registration Office system, statistical agencies, real estate market management agencies) is not yet synchronized, not yet digitized...
Acknowledging the difficulties and obstacles in the process of determining land prices as mentioned above, Mr. Nguyen Van Tho assigned the Department of Agriculture and Environment to find solutions to speed up the progress of determining land prices for projects; work with relevant units to establish a land price appraisal unit; and at the same time request departments and branches to assign specific officers to be in charge of supporting each project...
