On July 17, in Da Nang, Deputy Minister of Construction Nguyen Viet Hung inspected the construction site of the Hoa Lien - Tuy Loan expressway to remove obstacles and speed up the project's progress.
According to the report of the Ho Chi Minh Road Project Management Board - the project investor, up to now, the project construction value has reached more than 502 billion VND, equivalent to 58.44% of the total investment and is entering the peak of completion.
At the construction site, 20 construction teams are being deployed, machinery and human resources are working continuously in three shifts per day to carry out the items of crushed stone, asphalt concrete, traffic infrastructure, residential underpasses, service roads... Currently, contractors are focusing on the main road surface, if the weather is favorable, the entire road surface will be completed on August 15 and open to traffic on August 19.
However, the project still has some major problems. About 100m of the route cannot be constructed due to incomplete site clearance, and 9 land records are stuck. In Ba Na commune, many households reported that their houses were cracked due to the vibrating roller during construction, leading to the construction of a 500m long section of the road being prevented.

Faced with this situation, the Project Management Board has coordinated with the contractor and the insurance company to pay the third support payment to the affected people. At the same time, the Deputy Minister is requested to consult with the leaders of the Da Nang City People's Committee to direct relevant units to thoroughly handle the situation and hand over the entire clean site before July 20.
The Ho Chi Minh Road Project Management Board also proposed that Ba Na commune step up propaganda and mobilization to encourage people to cooperate, create favorable conditions for construction work, and ensure technical traffic progress on August 19. In addition, it recommended that the Ministry of Construction direct the acceleration of investment procedures for the next two resettlement areas, and promptly disburse capital for site clearance.
Speaking at the inspection, Deputy Minister Nguyen Viet Hung acknowledged the contractors' efforts in the hot weather conditions, and at the same time had to resolve problems arising during the construction process. "The remaining time of the Hoa Lien - Tuy Loan expressway project is not much, so the sections that are qualified for construction and have no more problems need to be quickly mobilized to the maximum human resources and materials to implement the construction, completing the main route before August 19," Deputy Minister Nguyen Viet Hung requested.
Regarding the 500m section where people have not cooperated with the construction, the Deputy Minister requested the contractor to closely coordinate with the locality to resolve the issue. It is necessary to guide and coordinate with the people to confirm the affected volume and level of impact to carry out compensation in accordance with regulations. "Must persuade and invite people to the commune People's Committee to work. Do not let people come to the construction site to obstruct, cause disorder, traffic safety and affect the construction progress", the Deputy Minister requested.
The Hoa Lien – Tuy Loan Expressway is part of the North – South Eastern Expressway, over 11km long, passing through Ba Na Commune, Hoa Khanh Ward and Lien Chieu Ward (Da Nang City). The project has a total investment of over 2,100 billion VND, starting construction in September 2023, expected to open to traffic on August 19, 2025 and be fully completed in November 2025.
