DT495B route is part of the investment project to build a connecting route from National Highway 1A (Thanh Liem) to Cau Gie - Ninh Binh Expressway through Liem Son intersection, passing through Binh Luc district to intersect with National Highway 21A; National Highway 21B, the road connecting the two expressways Hanoi - Hai Phong and Hanoi - Ninh Binh; connecting two special national relics, Tran Thuong Temple (Ha Nam) with the Tran Temple Historical - Cultural Relic Site (Nam Dinh), is a project to build an inter-regional connecting route on the scale of a level III plain road with an asphalt concrete pavement structure, 46.55 km long.

Regarding site clearance (GPMB) in Thanh Liem district, about 6 hectares were recovered, by October 5, 5.57 hectares had been handed over to the contractor, of which 2.4 hectares were managed by the Commune People's Committee. For residential land, 10/11 households in the communes of Liem Son and Liem Tuc were inventoried and 6 households received support funds for moving graves. In Binh Luc district, 517 households were affected, of which 458 households had agricultural land, 59 households had residential land with an area of ​​recovered agricultural land of 15.4 hectares. By October 5, 2023, the District People's Committee had approved the plan in 4 communes (Hung Cong reached 100%; Boi Cau, Trung Luong, Ngoc Lu reached 95%) and paid 440/458 households with an area of ​​14.6 hectares. Regarding the land managed by the Commune People's Committee in the district, there are about 8.2 hectares and 3.1 hectares have been recovered and handed over to the investor. The remaining area is being counted and the plan is expected to be approved in mid-October 2023. With the recovered residential land area of ​​about 1.3 hectares, a total of 59 households, 39 households have been counted; for public works and power lines, the functional sector is coordinating with the locality to notify the relocation location. Up to now, the entire district has handed over the land to serve the construction of a road with a total length of 4km/5km. Binh Luc strives to complete the site clearance work in December 2023. In Ly Nhan district, section DT495B, the recovered land area is about 27.3 hectares and the district has paid support money to households affected by agricultural land. For land in residential areas, the District People's Committee has deployed a review, counting and is making a plan to relocate the power project.

To ensure the rights of people affected by the project in the localities, the Provincial People's Committee has allocated land funds to build resettlement areas. Accordingly, the districts have approved the technical economic reports on investment in technical infrastructure construction, organized the evaluation of bidding documents, and built resettlement areas. In particular, Thanh Liem district built an area in Liem Tuc commune; here, the excavation of the surface soil, construction of K95 roadbed, and leveling of the ground have reached 30% of the volume. In Binh Luc district, 4 resettlement areas have been built, of which 3 resettlement areas in the communes of Boi Cau, Trung Luong, and Ngoc Lu, the contractor has implemented excavation of the surface soil, construction of K95 roadbed, and leveling of the ground has reached 82%. In particular, the resettlement location of Tieu Dong - La Son commune has not yet approved the detailed construction plan at a scale of 1/500. In Ly Nhan district, 4 resettlement areas are being built in the communes of Hoa Hau, Nhan Nghia, Tran Hung Dao, Tien Thang and the plan to relocate Tran Hung Dao Kindergarten is being implemented; a new cemetery is being built in Nhan Nghia commune. Currently, the projects have selected consulting contractors, organized the preparation and submission of design and budget appraisal. The work of site clearance at resettlement locations has been completed, the inventory has been completed and the affected households' plans have been publicly announced, but in Ly Nhan, funding for infrastructure construction in resettlement areas is being awaited.

Thanks to the timely resolution of some existing problems on route DT495B in phase 1 and early handover of the site to the investor, the contractor has accelerated the construction progress. Up to now, the section from QL1A (Thanh Liem) - DT491 has cast curbs from Km0-Km0+200; excavated soil, spread fabric, filled sand, dug the main route form from Km18+500 - Km18+800 (QL21B intersection). Liem Son intersection; railway overpass, QL21 - Cuong Thinh Thi has constructed the main route through Liem Son intersection from Km7+600 - Km7+960; branches to and from the toll station on both sides of the East and West; railway overpass and QL21A. With the section from Km18+800- Km29+226 (from National Highway 21B to Provincial Road 491) - Dai Phong excavated 6.43/9.526km; spread fabric, filled K90 sand reached 4.65/9.526km; cast 40x40cm reinforced concrete piles reached more than 2.2km. Currently, on Provincial Road 495B, the contractor is focusing on constructing items to meet progress requirements.

According to the assessment of the Provincial Construction Investment Project Management Board (investor), the land acquisition and clearance in Ly Nhan and Binh Luc districts is currently stuck due to the contractors on the land of the Commune People's Committee and multi-crop land; some agricultural land locations have been acquired but the construction entrance is adjacent to residential areas, multi-crop land has not been handed over, affecting the construction process. The progress of resettlement projects is slow, especially in Ly Nhan district. In addition, some land locations have not completed the procedures for dividing inheritance; in cases of arbitrary conversion from rice land to multi-crop production, households located in multi-crop areas, crop conversion areas have not had specific instructions and regulations for land acquisition. Therefore, the Provincial People's Committee requests localities to propose to the province's professional agencies a solution to solve the existing problems, contributing to speeding up the construction progress of DT495B route in the area.
