Delegates attending the conference at Lang Son province bridge
– On the morning of February 22, in Hanoi, the Ministry of Construction held an online conference to deploy the Project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers, phase 2021-2030. Comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister attended and directed the conference.
At the Lang Son provincial bridge, the conference was attended by comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee; leaders of a number of provincial departments, branches and sectors and representatives of the People's Committees of Huu Lung, Cao Loc districts and Lang Son city.
In recent years, the Party and State have always paid attention to housing for the people and identified it as a key task in the country's socio -economic development. In particular, promoting the development of social housing, solving the housing needs of low-income people and workers in industrial zones.
According to the report, from 2021 to the end of 2023, 499 social housing projects were implemented nationwide with a scale of 411,250 units. Of these, 71 projects with 37,868 units were completed; 127 projects with a scale of 107,896 units were started; and 301 projects with a scale of 265,486 units were approved for investment.
Regarding planning and land allocation for social housing development, the whole country has planned 1,249 land plots with a scale of 8,390 hectares for social housing, an increase of 5,031 hectares compared to 2020.
Regarding the implementation of Resolution No. 33/NQ-CP dated March 11, 2023 of the Government, there are currently 27 localities nationwide announcing a list of 63 projects eligible for loans under the VND 120,000 billion credit program with a loan demand of over VND 27,900 billion. Up to now, 5 social housing projects in 5 localities have been disbursed with a capital of about VND 416 billion...
With the attention and strong direction of the Government, the Prime Minister and the participation of ministries, branches and localities, the development of social housing in recent times has achieved many important results. However, some key localities, although having great demand for social housing, have limited investment in construction compared to the project's objectives.
At the conference, delegates focused on discussing and expressing opinions on difficulties related to mechanisms, policies, investment procedures, land procedures, planning, site clearance, etc. that have affected the progress of social housing investment projects in recent times. At the same time, they proposed and recommended solutions to accelerate the implementation of the project, such as: having many policies to encourage investors to participate in social housing investment; shortening the procedures for investment in construction, buying and selling social housing; creating conditions for investors to access preferential loans, etc.
Concluding the conference, Deputy Prime Minister Tran Hong Ha affirmed: developing social housing for low-income people and industrial park workers is an urgent political task, contributing to ensuring social security.
To successfully implement the project, he requested ministries, branches and localities to coordinate and promptly implement the tasks assigned by the Prime Minister in the project. Accordingly, the goal in 2024 is for the whole country to strive to complete about 130,000 social housing apartments.
Ministries and sectors need to focus on developing decrees guiding the Housing Law to remove obstacles in mechanisms, policies, and laws, effectively implement and promote the development of social housing; coordinate to remove difficulties in investment procedures, exemption of land use fees, planning, etc. Localities need to urgently review and supplement urban planning, industrial park planning to reserve enough land for social housing development; ... to ensure the completion of the targets assigned by the Government.
In Lang Son province, by the end of 2023, the investor of social housing project No. 2, Lang Son city has completed and put into use 212 units, eligible to open for sale 636 units. The goal of developing social housing for low-income people and industrial park workers in the province (according to Project 338 of the Government assigned to Lang Son) by 2030 is 3,000 units, of which the 2021 - 2025 period is 1,500 units and the 2025 - 2030 period is 1,500 units. |
