Delegate Tran Thi Thanh Huong cited the report of the National Assembly's Committee on Culture and Education examining the results of socio-economic development, showing that recently the Government and the Ministry of Information and Communications have directed strongly and paid attention to removing difficulties, contributing to improving the effectiveness of activities in the fields of press, media, information and communication...

However, besides the achieved results, the implementation of regulations related to economic and technical norms as the basis for building unit prices to carry out bidding in the press field still has many problems.

According to delegate Tran Thi Thanh Huong, the Ministry of Information and Communications is currently collecting opinions on the draft Circular regulating the process of developing, appraising and promulgating technical and economic norms for public career services, using the state budget in the press sector under the state management of the Ministry of Information and Communications.

Meanwhile, production costs are increasing in all areas, from salaries paid to human resources, production organization to copyright costs, but the maximum rate has not caught up with the actual situation, making the operations of press agencies, which were already difficult, even more difficult.

“Based on the actual situation, I recommend that the Government strengthen the direction of the Ministry of Information and Communications and relevant ministries and branches to promptly and completely issue financial mechanisms for press agencies, "the sooner the better" and circulars regulating economic and technical norms in the press field, ensuring correctness and completeness,” delegate Tran Thi Thanh Huong suggested.

At the same time, delegate Tran Thi Thanh Huong proposed to soon amend regulations on the mechanism of ordering, bidding, and providing public career services from the state budget for press agencies.

In addition, there is a roadmap to amend regulations on taxes, fees, charges, and royalties in the press sector in accordance with the specific activities of each type of press and the development trend of the press economy in the current period.

"It can be said that this is an urgent requirement and press agencies are looking forward to perfecting financial mechanism regulations every day and every hour to create conditions for the Vietnamese press to develop more and more, in line with modern media trends, contributing to the successful completion of political tasks and being an essential means of information for social life," said delegate Huong.

Regarding the practice of thrift and anti-waste, delegates suggested further promoting the rearrangement of public houses and lands. Implementing the Prime Minister's directive, ministries, branches and localities have recently stepped up the review and rearrangement of public houses and lands, however, the progress of arrangement and handling is still slow.

According to the Government's report, the ministries, branches and localities have only approved plans for 183,044 facilities, reaching only 69.8% and must continue to arrange and handle 79,404 public housing and land facilities.

The planning and inspection of current status have not been strongly decentralized, while the origin of real estate is diverse, legal documents are complicated, and regulated by many other laws, but there is a lack of policy and legal mechanisms to handle it, leading to real estate being left abandoned and wasted, causing voters and people to be worried and anxious.

Based on this reality, delegates recommended that the Government direct ministries, branches and localities to promote the review and synchronous completion of the system of legal documents on the management and use of public assets. In addition to strengthening strict management, there should be a plan to handle and promptly overcome the situation of leaving offices and public welfare works abandoned and wasted in some localities.

This is also an important basis to ensure the goal of completing the task of rearranging and handling public real estate nationwide by 2025, contributing to practicing thrift and combating waste, meeting the expectations and strengthening the trust of the majority of voters and people.
