The delegate emphasized that the tuition-free policy demonstrates the Party and State's deep concern for future generations and is a strategic investment in people - the central factor of all development.
However, the female delegate expressed concern that exempting tuition fees would unintentionally put financial pressure on expenses for professional activities, facilities, equipment, or even affect the treatment of teachers. Schools in disadvantaged areas, which are already lacking, will have even more difficulty accessing investment capital to improve teaching and learning conditions.

From the above concerns, the female delegate is concerned about the emergence of "voluntary" fees that are not in accordance with regulations. "Reality proves that when a fee is eliminated, other forms will appear to compensate for financial shortages, through "voluntary" funds or non-transparent contributions. This not only causes frustration among parents but also destroys the good meaning of the tuition exemption policy," said Ms. Trinh Thi Tu Anh.
From there, delegates recommended the need for a comprehensive and long-term financial strategy, not only focusing on compensating tuition fees but also ensuring sufficient resources for investment in developing educational infrastructure.
Reform the education finance mechanism, decentralization and autonomy go hand in hand with strict control. This includes stronger decentralization to localities and schools in financial management, allowing them to proactively use the allocated budget effectively.
Along with that, it is necessary to develop clear and transparent regulations on non-tuition fees (if any), strictly control "voluntary" fees, and strictly prohibit all forms of over-collection under the name of voluntariness.
Supporting the tuition-free policy, National Assembly delegate Tran Khanh Thu said that at public preschool and general education institutions in the national education system, tuition fees are still one of the important sources of revenue, directly serving the regular expenditures of schools, especially expenses related to teaching support, student care, maintenance of facilities, supplementing teaching equipment, paying salaries to some non-staff contract departments, etc.
If tuition exemption is implemented according to this resolution, it means that this source of income will no longer exist. The resolution clearly states that the funding for implementing this policy will be guaranteed by the State budget according to current regulations and assigns the Government to direct and guide the implementation.
In particular, according to the draft, the resolution will take effect from the next school year, that is, from September 2025, so there is not much time left to prepare. How the state budget will compensate for tuition exemption so that public educational institutions can operate stably, ensure educational quality, and not affect the rights of students as well as the working and teaching conditions of teachers right from the beginning of the school year is an urgent matter that needs to be done immediately.
The female delegate requested the Government to promptly issue plans, guidelines, and funding compensation mechanisms for educational institutions, ensuring that when the resolution comes into effect, its implementation will take place smoothly and smoothly right from the beginning of the new school year.
The first Law on Teachers
With 451/460 delegates present in favor, the National Assembly passed the Law on Teachers with many new policies on recruitment and salaries of teachers this morning (June 16).
Notably, the newly passed law stipulates that teachers' salaries are ranked highest in the administrative and career salary scale system. Professional incentives and other allowances depend on the nature of the job, the region, and the provisions of the law.
Preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio-economic conditions; teachers teaching in specialized schools; teachers implementing inclusive education; teachers in some specific fields and occupations are entitled to higher salaries and allowances than teachers working in normal conditions.
