Awakening the spirit of nearly 1 million businesses and 5 million business households
On the morning of May 31 in Hanoi, Prime Minister Pham Minh Chinh chaired a discussion with businesses and business associations to effectively implement Resolution 68 of the Politburo on private economic development.
The Prime Minister stated that the resolutions are complete, the greatest wish is to organize and implement them well, effectively with the spirit of "thinking deeply, doing big", making the best use of the capabilities of nearly 1 million enterprises and 5 million business households.
He also proposed to clearly define what the State must do, what local authorities must do, what businesses must do, what people must do to implement the resolutions of the Politburo, the National Assembly, and the Government on private economic development with the spirit of "only discussing action, not retreating".
Mr. Le Tan Can - Deputy Minister of Finance - pointed out the reality that the private economy is large but not strong. Nearly 98% of enterprises are micro, small and medium-sized, with limited competitiveness, operational efficiency and management skills.
The report shows that the average rate of operating enterprises will reach about 10 enterprises/1,000 people by 2024, much lower than other countries in the region.
The digital transformation process in the private economy is slow, 65% of small and medium enterprises do not have a strategy for applying digital technology; the rate of private enterprises participating in the supply chain of FDI enterprises is low, only above 20%.
Access to resources is still difficult, especially in terms of finance, credit, land, and high-quality human resources. Small and medium-sized enterprises account for nearly 98% of the total number but access less than 20% of the total outstanding credit of the banking system.
Proposing many solutions to promote business households to upgrade to enterprises
Mr. Nguyen Van Than, Chairman of the Vietnam Association of Small and Medium Enterprises, agrees that it is necessary to change business households into small and medium enterprises. However, to be effective, Mr. Than proposed many solutions.
Firstly, to encourage business households to convert into enterprises, the leaders of the Vietnam Association of Small and Medium Enterprises proposed to apply corporate income tax exemption for the first 3 years after conversion, to reduce financial burden and create motivation for business households.

Also supports costs related to business establishment procedures, such as legal advice and business registration.
Second, to support business households in managing finances and complying with tax regulations according to the declaration method, Mr. Than also proposed that the State provide a free accounting application (app).
This application will help business households easily self-declare input, output and pay taxes, thereby reducing the burden on tax authorities in managing more than 5 million business households.
"We have discussed with scientists and experts of the National Assembly, and received consensus that this application will help: Ensure transparency and accuracy in tax management without affecting budget revenue; create professional financial management habits for business households, helping them realize the benefits of converting to a business model," said Mr. Than.
In addition, the association also proposed that the State implement free training programs on business management, accounting and digital transformation for business households. These programs will help them become familiar with the business model, realize the benefits of transformation, and voluntarily carry out this process without imposition.
Mr. Than believes that with specific support policies and a suitable roadmap, the transition from business households to enterprises will take place quickly, effectively and bring practical benefits to both the business community and the national economy.
