Phuoc Dong hamlet dike, Phuoc Chi commune, Trang Bang town: Promoting efficiency in agricultural production

The project was approved by the Department of Planning and Investment, with the Project Management Board for Construction Investment of the Agriculture and Rural Development sector as the investor. The total investment of the project is about 10.9 billion VND, sourced from the provincial budget, of which construction costs are about 8.2 billion VND; equipment costs 853 million VND; other expenses (project management, construction investment consultancy, contingency) 1.8 billion VND.

The project scale includes a 2,667m long embankment and sub-embankment works; medium voltage power system; 1 electric pumping station. The project started construction in 2018 and was completed and put into use on May 6, 2019.

After being put into use, the dike has been effective in preventing floods and actively irrigating 267 hectares. The rice and vegetable planting season is more secure than before the dike was built, limiting dependence on nature, increasing the land turnover coefficient, and increasing crop productivity. The dike combined with the traffic route also creates favorable conditions for people to travel and transport goods and agricultural products.

However, the project still has some limitations such as: the electric pumping station and the works under the dike have not been operated according to the proposed operation and exploitation mechanism, so they have not been effective in ensuring thorough irrigation, and there is still a situation of flooding in years with heavy rain.

Since the handover in May 2019, the pumping station system and dykes have not been regularly maintained and are currently deteriorating. In addition, the conversion of crop structure has not been in accordance with the project's objectives and tasks.

The Social Appraisal Council analyzed the achievements, shortcomings, and causes; contributed ideas to improve the effectiveness of state management; recommended and proposed solutions for better management, exploitation, and use of dikes in the coming time; recommended that Tay Ninh Irrigation Works Exploitation Company Limited be the unit to manage, exploit, and protect the works.

The Department of Agriculture and Rural Development conducts research with a scientific and practical basis to guide farmers in the project area to choose crops suitable for the soil and economic development conditions of the commune to convert crops; assess the possibility of expanding the scale of the protected area and investing in upgrading and completing technical infrastructure works and auxiliary works for the project to improve the exploitation and service capacity. The unit managing, exploiting and protecting the dike works after receiving it must develop comprehensive regulations on the management, exploitation, maintenance and repair of the works.
