To help staff feel secure in taking on new tasks in the new period

Understanding and agreeing with the policy of merging the province, the Lao Cai cadres have prepared to move to the new administrative center of the province, ready to receive assigned tasks in the new period. However, in order for this team to feel secure in their work and dedicate themselves, there are still some issues that need to be addressed and facilitated by all levels and sectors.

Ready to take on the mission

As a young cadre, wishing to dedicate and contribute in the assigned field, as soon as the agency started to collect opinions, Mr. Tran Manh Toan, an officer of the Department of Culture and Information Management (Department of Culture, Sports and Tourism) registered to move in the first batch to work at the new administrative center of the province after the merger.

Mr. Toan said that at the beginning, it was determined that there would be many difficulties when the working environment and living conditions were disrupted, but the merger of provinces was the right policy, opening up many opportunities for the locality, and young cadres needed to promote the spirit of volunteering in receiving and completing tasks.

At the Department of Culture, Sports and Tourism, officials and party members all highly agreed with the policy of merging the provinces. That support continued to be shown in the spirit of readiness to enter a new development phase of the unit and locality.

Mr. Lai Vu Hiep, Deputy Director of the Department of Culture, Sports and Tourism said: We determined that we would face difficulties in the initial stage, however, with good ideological work, each cadre and party member made every effort to overcome them to complete the assigned tasks well. 100% of the unit leaders and the majority of cadres registered to be ready to depart to take up their duties at the new provincial administrative center immediately after the merger.

The Postal - Telecommunications - Information Technology Department (Department of Science and Technology) has 7/9 staff registered to work at the new administrative center. Notably, most of the staff of the unit are young, dynamic, professionally qualified, and ready to take on tasks in the new situation.

Mr. Phung Manh Sang, the first officer to register for the move, hopes that the move will create opportunities for young officers to work in a new environment, with new colleagues.

Recently, Lao Cai Provincial People's Committee issued plan No. 2518 dated May 7, 2025 on moving officials to work at the new provincial administrative center.

Accordingly, after review, more than 2,100 cadres in Lao Cai will move to the new provincial administrative center, including 418 people from the party and mass organizations and more than 1,700 people from the government, expected to move in 3 batches.

Phase 1 (before September 1, 2025), it is expected that 815 officials will move (including 97 department leaders and equivalent); phase 2 (in the fourth quarter of 2026), it is expected that 650 officials will move (including 8 department leaders and equivalent); phase 3 (in the fourth quarter of 2027), it is expected that 481 officials will move (including 3 department leaders and equivalent).

The willingness of cadres to move to the new administrative center, especially those moving in the first wave, shows their belief and support for the Party's major policies. It also reflects that all levels, sectors and units have done a good job of political and ideological education and that each cadre and party member is upholding their sense of responsibility, not afraid of difficulties, ready to accept tasks and affirm their own roles.

Concerns

When merging, the headquarters of the provincial administrative center will change. That means many officials will change their working location and face difficulties when their houses are far from the new administrative center. Along with the determination to accept the task, the move also makes the staff more or less worried.

Ms. Hoang Thi Hong Nhung, an official of the Party Committee of the Provincial Party Agencies, shared that she is ready for change and mentally prepared to accept the assigned tasks after the province's merger, but still has some concerns because her husband works in the armed forces, is often away from home, has 2 young children, and both paternal and maternal families live far away. I hope that all levels and sectors will pay attention and create conditions for cadres to ensure working and living conditions as well as have policies for their children to change their learning environment after the province's merger.

Sharing the same thought, Ms. Ha Minh Phuong, an official of Lao Cai Provincial Youth Union, shared: We are ready to accept the task and meet the requirements set forth in the new situation. However, to ensure that the officials can work with peace of mind, I hope that the Central Government and the province will pay attention and have a support mechanism for official housing and travel to the administrative center of the new province after the merger.

The distance between Lao Cai and Yen Bai provincial centers is currently about 150 km. This means that many officials, civil servants, and public employees will face difficulties when their houses are far from the new administrative center. The concerns and worries that most officials are facing are completely legitimate, because in addition to work, they also have to worry about and take care of their families.

Therefore, arranging official housing, means of transport for work and travel for cadres, civil servants, public employees, workers, and even creating conditions for their children to study is extremely necessary, helping them ensure their health and feel secure working at the new headquarters after the merger.

Research and develop specific and suitable plans

Currently, under the direction of the Central Government, localities subject to provincial arrangement and merger are urgently implementing the contents, in which, the issues of concern, arrangement, and allocation of public housing, means of transportation, and support policies have been discussed and planned by the provinces.

The Standing Committee of Lao Cai Provincial Party Committee and the Standing Committee of Yen Bai Provincial Party Committee jointly organized a conference to evaluate the progress of the merger of Lao Cai and Yen Bai provinces.

Regarding the merger of Lao Cai and Yen Bai provinces, the merger opens up space and room for local development, so the staff trusts and highly agrees with the policy, and determines to continue to make more efforts in performing the task.

In recent times, the two localities have actively coordinated in developing the Merger Project, recording many opinions from cadres, civil servants, public employees, and workers; researching and discussing to find optimal solutions.

The two localities will coordinate in developing and implementing a plan to move officials to work at the administrative center of the new province after the merger, clearly stating the roadmap and preparing the necessary conditions for moving officials.

The staff is interested in the support regime when merging provinces to ensure their lives and work with peace of mind.

According to the plan to move cadres to the new administrative center of Lao Cai province, after 3 moves, except for 200 cadres who stay in Lao Cai due to the requirements of their duties related to the area, the remaining more than 2,000 cases all have corresponding needs for offices and housing. The plan also mentions the number of needs for transferring schools for children of the cadres in the move, the total of 3 moves is over 700 students.

In the short term, from a personal perspective, each cadre and party member has identified the difficulties in advance and proactively made arrangements to ensure that their family life and activities are not too disrupted. However, in the long term, to stabilize, attention and support from all levels and sectors is still needed.

Many officials hope that all levels and sectors will pay attention and create conditions for them to settle down and work with peace of mind.

Comrade Duong Duc Huy, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, said: In order for the staff, civil servants and public employees to feel secure in their work when implementing the provincial merger, in the past time, the two localities have actively coordinated to build the Project to merge Yen Bai and Lao Cai provinces, and at the same time recorded many opinions of the staff, civil servants, public employees and workers, from which they studied and discussed to find the most optimal solution to support the staff.

In addition, closely following the Central Government's directives and guidelines, the two localities also researched the arrangement of staff to work at the grassroots level. In particular, the agencies strictly implemented the assessment of staff; researched and prioritized the arrangement of staff in departments that work directly with businesses and people to resolve work promptly, saving time and costs; and could apply remote working regimes for some specific job positions or staff with small children or special family circumstances.

The revolution of streamlining the organizational apparatus, including the merger of provinces, will expand the development space, create a foundation and momentum for the country in the new era, while ensuring the long-term stability of the political system. And regardless of the time and circumstances, cadres are still the root of all work. The cadre team is an important factor in operating and promoting the effectiveness of the new apparatus. Therefore, to retain talented people, ensuring the conditions for essential needs in work and life after the merger is absolutely necessary for cadres to feel secure in their work and dedicate themselves.
