In late May 2025, we were present at the “flood center” of De Tham commune, Trang Dinh district. Along with other daily activities, at this time, people here also have another job, which is to prepare tools to fight floods.
Leading us to an open space near his house, Mr. Long Van Vuong, Na Ao village, De Tham commune, Trang Dinh district shared: Before the rainy season, my family always had a bamboo raft placed right in front of the door. Learning from the experience of the flood in 2024, this year, taking advantage of favorable weather and available raw materials, my family cut more bamboo to make another raft. Not only that, taking advantage of old barrels, I cut them in half and "made" them into small boats.
In addition to making rafts, to cope with floods, many households have also decided to demolish level 4 houses and borrow more money to build high-rise buildings (at least 2 floors or more) so that if the first floor is flooded, they can still live on the second floor with peace of mind. Mr. Luong Van Hop, Na Ao village, De Tham commune said: For many years, my family has lived in a level 4 house. In 2024, floods almost submerged the entire house. Right after the 2024 storm season, my family decided to mobilize resources to build a 2-storey house. The house is designed to accommodate most of the activities on the second floor, and an outdoor staircase is also built so that if necessary, we can escape the flood in time.
“In recent years, due to the impact of natural disasters, especially storms and floods, equipment has been damaged, causing great damage to the electricity industry and directly affecting people's lives. To proactively respond to the 2025 storm season, the unit has implemented measures to strengthen the power grid before the storm season. Of which, the unit has completed 558 regular repair plans to replace 50 unsafe poles, 1,267 insulators, 870 lightning arresters, 794 self-falling fuses, 5,851 meter boxes, 43,619 m of old and dilapidated power cables; completed 18 major repair lists; completed 12 projects to renovate the unsafe rural low-voltage grid... Along with that, the unit is currently proactively making a list of assigned personnel to be on duty 24/7 when the weather is complicated; conducting inspections and reviews of the power grid, factories... to promptly detect problems and establish remedial measures to ensure safety. At the same time, the unit continues to maintain the treated corridor; supplement rescue and relief equipment at the units; train and provide skills to handle incident situations; disseminate to the people about the work of protecting the safety corridor of the power grid, electrical safety during the rainy and stormy season; coordinate information exchange between the power grid management unit and the people to receive information about power grid incidents quickly and promptly..." |
Not only in Na Ao, people in some other villages in De Tham commune, one of the frequently flooded areas of Trang Dinh district, have proactively prepared the necessary conditions to respond to storms and floods. Mr. Hoang Hong Long, Vice Chairman of De Tham Commune People's Committee, said: Previously, some households in the commune proactively made rafts to cope with floods. However, learning from the experience of the 2024 flood, from the beginning of 2025 until now, taking advantage of available bamboo resources, people have cut down and brought them back to make rafts to proactively respond to floods. In addition, some other households who previously lived in level 4 houses have also borrowed more money to build houses with 2 floors or more. Since the end of 2024 until now, people in the commune have made more than 150 rafts and built 30 new houses with 2 floors or more to cope with floods.
Similarly, people in Luong Nang commune (Van Quan district), especially households in areas at high risk of landslides, have proactively implemented measures to ensure safety before the rainy and stormy season. Mr. Hoang Van Anh, Ban Chau village, Luong Nang commune said: Due to the impact of storm No. 3 in 2024, the hill behind my house has long cracks, which pose many potential dangers. Immediately after discovering the danger, with the propaganda and support of relevant authorities and sectors, my family quickly moved to a safe location. At the same time, the family mobilized resources to build a new, spacious and solid house. Since then, the family has been able to stabilize their lives without having to worry when the rainy and stormy season is approaching.
Along with the people in the two communes mentioned above, right after the 2024 rainy and stormy season passed, people in many other communes in the province quickly started implementing immediate and long-term remedial measures to be ready to respond to storms in the following years. In particular, people living in riverside areas, streams, low-lying areas, areas with frequent flooding, landslides, and landslide risks have proactively built safe houses; prepared means of transportation in case of storms and floods; prepared food and some other essential items...
Along with the initiative of the people, relevant levels and sectors have been implementing many solutions to proactively respond to the rainy and stormy season. Mr. Nguyen Huu Chien, Director of the Department of Agriculture and Environment, Deputy Head of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, said: In 2024, rain and storms caused heavy damage to people and property in the province. Immediately after the storms, levels and sectors quickly implemented remedial measures and supported the people. To respond to the storms in 2025, in mid-May 2025, the Provincial People's Committee held a conference to review the work of natural disaster prevention and control in 2024 and deploy tasks for 2025. In which, delegates spent a lot of time analyzing, evaluating and proposing solutions to improve the effectiveness of natural disaster prevention and control, especially the upcoming rainy and stormy season in 2025.
Identifying prevention as the main priority, to proactively respond to rain and storms in 2025, the Provincial People's Committee and the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue direct relevant levels and sectors to speed up the implementation of natural disaster recovery projects, handle areas and points at risk of landslides and floods; continue to invest in equipment, facilities, build databases and tools to support flood and storm prevention and control; strengthen information and propaganda, instruct on storm prevention and response skills in many forms, especially in areas frequently affected by storms and floods...
With the close direction of the province, relevant levels and sectors quickly started to implement specific measures. Mr. Leo Van Hiep, Chairman of Trang Dinh District People's Committee, said: To proactively respond to the rainy and stormy season in 2025, the District People's Committee directed relevant agencies to quickly develop plans and solutions for natural disaster prevention, search and rescue; organize inspections of all vulnerable areas, frequently flooded to propagate and guide people on prevention and control measures; fully prepare materials and means to overcome when incidents occur.
Similarly, at this time, the People's Committee of Van Quan district directed relevant agencies and units to complete the development of plans and response measures to rain and storms. Ms. Hua Phong Lan, Vice Chairman of the People's Committee of Van Quan district, said: In previous years, due to the impact of rain and storms, some areas in the district suffered landslides and had a high risk of landslides and flooding. To proactively respond to the 2025 storm season, in addition to proactively developing plans and response measures, organizing inspections of vulnerable and potentially dangerous locations, the People's Committee of the district coordinated with relevant units to speed up the progress of overcoming landslides on traffic routes; integrating and balancing support resources for people in landslide and low-lying areas to build new houses in safe places.
In addition to the two districts mentioned above, other districts, cities, and related sectors have been urgently implementing many measures to ensure safety before the storm season. These include overcoming the consequences of storm No. 3 in 2024; developing plans and solutions for natural disaster prevention, search and rescue; organizing inspections at potentially dangerous locations; relocating and building houses in safe places; implementing measures to prevent flooding, pruning trees; preparing means, human resources, machinery, and essential supplies to be ready to respond to storms...
The rainy and stormy season of 2025 is coming. We believe that with the close attention and direction of all levels and sectors and the proactiveness of the people, the work of preventing and fighting storms in the province will achieve positive results. Thereby contributing to minimizing damage to people and property in the province.
