Proposal to grant license to exploit 1.1 million tons/year of clay mine for Long Thanh Cement

The Ministry of Construction requested the Vietnam Minerals Department to report to the Ministry of Natural Resources and Environment to consider granting a Mineral Exploitation License at the T51 and T52 Nui Nghe clay mines to Long Thanh Cement, with an exploitation capacity not exceeding 1.1 million tons of clay/year.

The Ministry of Construction has just sent a document to the Vietnam Minerals Department regarding the issuance of a license to exploit the Nui Nghe clay mine, Ha Nam province.

Accordingly, the Ministry requested the Vietnam Minerals Department to report to the Ministry of Natural Resources and Environment to consider granting a Mineral Exploitation License at the T51 and T52 Nui Nghe clay mines in Ha Nam province to Long Thanh Cement Factory to produce cement with an exploitation capacity not exceeding 1.1 million tons of clay per year.

Long Thanh Cement Factory Project, Ha Nam Province, formerly Tan Tao Cement Project with a capacity of 0.91 million tons/year, is included in the Vietnam Cement Industry Development Plan for the period 2011-2020 and orientation to 2030 in Decision No. 1488/QD-TTg dated August 29, 2011 of the Prime Minister.

On June 5, 2019, the Prime Minister assigned the Minister of Construction to specifically handle and resolve the proposal to adjust the capacity of Long Thanh Cement Factory, Ha Nam province from 0.91 million tons/year to 2.3 million tons of cement/year, to put into operation in 2021 in Document No. 4858/VPCP-CN.

In June 2019, the Minister of Construction agreed with the proposal of Ha Nam province to adjust the capacity of Long Thanh Cement Factory, Ha Nam province from 0.91 million tons/year to 2.3 million tons/year.

The Ministry of Construction also requested the People's Committee of Ha Nam province to adjust the investment procedures of the Project according to regulations on construction investment, and at the same time guide the Investor to implement the Project to ensure progress and regulations on construction investment, and at the same time select advanced equipment technology, meet the criteria on consumption of raw materials, fuel, energy, invest in equipment systems to utilize waste heat to generate electricity, meet the requirements on environmental protection emissions.

By July 2019, the People's Committee of Ha Nam province issued Decision No. 1468/QD-UBND on approving the investment policy to adjust the Project: investing in the construction of Long Thanh Cement Factory in Thanh Son commune, Kim Bang district and Kien Khe town, Thanh Liem district with a capacity of 2.3 million tons of cement/year.

Regarding clay materials for the Long Thanh Cement Factory project, the Ministry of Construction said that on February 14, 2019, the People's Committee of Ha Nam province reported to the Prime Minister on adjusting the capacity of Long Thanh Cement Factory from 0.91 million tons/year to 2.3 million tons/year.

Clay materials at clay mine T51, T52 Nui Nghe, Thanh Luu commune, Thanh Liem district with an area of ​​35 hectares are included in the planning for exploration, exploitation and use of minerals for cement production in Vietnam until 2020 approved by the Prime Minister in Decision No. 105/2008/QD-TTg dated July 21, 2008 and No. 1065/QD-TTg dated July 9, 2010.

The above mentioned T51 and T52 clay mines have been granted an exploration license by the Ministry of Natural Resources and Environment to Long Thanh Cement Joint Stock Company with an area of ​​20.17 hectares in Decision No. 237/GP-BTNMT dated December 9, 2020 and have been approved by the National Mineral Reserves Assessment Council for the reserves of clay for cement of 4,327 thousand tons and siltstone for cement additives of 1,603 thousand tons.

By September 2023, the People's Committee of Ha Nam province issued Decision No. 1069/QD-UBND on approving the investment policy and approving the investor of the Project to build a clay mining project for cement raw materials of Long Thanh Cement Joint Stock Company in Tan Thanh town and Liem Son commune, Thanh Liem district, Ha Nam province, with an expected mining capacity of about 1.2 million tons/year.

Then, on December 15, 2023, the Prime Minister approved the Planning for exploration, exploitation, processing and use of minerals as construction materials for the period 2021-2030, with a vision to 2050 in Decision No. 1626/QD-TTg; accordingly, the above-mentioned T51 and T52 Nui Nghe clay mines are planned with an area of ​​20.17 hectares, an exploitation capacity of 1.1 million tons of clay/year, and an exploitation period of 2021-2030.

Based on the above contents, to ensure clay materials for the operation of Long Thanh Cement Factory, Ha Nam province, the Ministry of Construction requests the Vietnam Minerals Department to report to the Ministry of Natural Resources and Environment to consider granting a Mineral Exploitation License at the above-mentioned T51 and T52 Nui Nghe clay mines to Long Thanh Cement Factory of Long Thanh Cement Joint Stock Company for cement production, with an exploitation capacity not exceeding 1.1 million tons of clay/year as stipulated in Decision No. 1626/QD-TTg dated December 15, 2023 of the Prime Minister, provisions of the law on minerals and related laws.
