Ho Chi Minh City police proposed to prosecute defendant Nguyen Phuong Hang (52 years old, General Director of Dai Nam Joint Stock Company, headquartered in Binh Duong ) for the crime of "Abusing democratic freedoms to infringe upon the interests of the State, the rights and legitimate interests of organizations and individuals".
Four people accused of being accomplices and assisting Ms. Hang were proposed to be prosecuted for the above crime, including: Doctor of Law - lecturer Dang Anh Quan (a guest in livestreams and a legal advisor to Ms. Hang) and three others: Nguyen Thi Mai Nhi (40 years old, Ms. Hang's assistant), Le Thi Thu Ha (aka Ha Lee, 31 years old, employee) and Huynh Cong Tan (29 years old, Head of Communications Department of Dai Nam Joint Stock Company).
Behavior of defendant Nguyen Phuong Hang
The investigation conclusion of Ho Chi Minh City Police determined that Ms. Nguyen Phuong Hang used 12 social media accounts on Youtube, Facebook, and Tiktok. Since around March 2021, she has used the above social media accounts to organize many livestreams and speak directly over the Internet to talk about many different topics and contents that have been followed, shared, and commented on by many people.
Ms. Nguyen Phuong Hang has been prosecuted and detained for more than a year.
During the livestreams, Ms. Hang made statements about personal privacy and content that affected the reputation and honor of many individuals.
The police identified 10 victims of Ms. Nguyen Phuong Hang including: Mr. Nguyen Vo Hoai Linh (aka comedian Hoai Linh), Ms. Nguyen Thi My Oanh (aka singer Vy Oanh), journalist - lawyer Dang Thi Han Ni, journalist Nguyen Duc Hien, Ms. Tran Thi Thuy Tien (singer Thuy Tien), Mr. Le Cong Vinh (former soccer player Cong Vinh), Mr. Huynh Minh Hung (aka singer Dam Vinh Hung), Ms. Dinh Thi Lan, businesswoman Le Thi Giau, and Ms. Truong Viet Ha.
The investigation agency determined Ms. Hang's livestream locations at her home, at the company, and in her personal car when traveling from Ho Chi Minh City and Binh Duong.
Doctor of Law - lecturer Dang Anh Quan was prosecuted and temporarily detained on February 24.
The police have conducted an assessment of each statement in Ms. Hang’s clips regarding each affected individual. Ms. Hang said that the information she stated about the individuals was what she read on the Internet, in the newspaper, and in her dreams, and has not been verified and has no basis to prove it.
Ho Chi Minh City Police and Ho Chi Minh City Department of Information and Communications determined: Ms. Hang's videos and channels posted on the internet have many viewers and many comments. There are videos with up to 610,355 views, 14,000 likes, and 5,021 comments.
The Investigation Agency of Binh Duong Provincial Police and the Department of Information and Communications of this province also determined that there was a video with up to 926,000 views, 41,000 likes, and 32,000 comments.
Reasons for insulting 10 people and the role of 4 accomplices
Ms. Hang has declared the reason for insulting the above 10 individuals.
Regarding comedian Hoai Linh, Ms. Hang said that he had a relationship with Mr. Vo Hoang Yen. When she asked him to speak up about Mr. Yen's fraudulent behavior, Hoai Linh remained silent. As for singer Dam Vinh Hung, Ms. Hang said that because she knew that this singer was close to comedian Hoai Linh, he went online to make offensive statements about her first.

Regarding singer Vy Oanh, Ms. Hang said that the female singer posted an article on her personal Facebook, although it was not related to her, but then there was a sarcastic comment, referring to her.
As for lawyer-journalist Han Ni, Ms. Hang said that she made statements "against" Dai Nam Company and Hang Huu Fund.
With journalist Duc Hien, Ms. Hang admitted that Mr. Hien had given an interview on VOV radio accusing her and had articles and videos online, providing false information, affecting her personally as well as Dai Nam Company.
Regarding the couple singer Thuy Tien - soccer player Cong Vinh, Ms. Hang stated that the reason for insulting them was because she saw that their charity activities were not transparent, embezzled...
Regarding Ms. Dinh Thi Lan, Ms. Hang asserted that she had first insulted her by livestreaming on Youtube, so she responded. Or in the case of businesswoman Le Thi Giau and Ms. Truong Viet Ha, Ms. Hang stated that the reason was that they were an underground organization that was against her and Dai Nam Company.

The investigation agency accused Dr. Dang Anh Quan and three assistants and employees of actively assisting Ms. Hang in her illegal acts.
In which, Dr. Dang Anh Quan was a guest in 11 livestream sessions, from October 2021 to March 2022. In which, Mr. Quan made statements and interacted with Ms. Hang with content that insulted the honor, reputation, and dignity of others.
As for Nguyen Thi Mai Nhi, as her personal assistant, from the end of April 2021, Ms. Hang directed Nhi to create Tiktok and Fanpage accounts to livestream, announce broadcast schedules, and post articles as requested.
Le Thi Thu Ha (aka Ha Lee) has supported Nguyen Phuong Hang in conducting livestream activities since March 2021 via the social network Tiktok, arranging camera angles and stage arrangements when Ms. Hang livestreams. In addition, Ms. Hang directed Ha to create a Fanpage "Ha Lee" to announce the livestream schedule and post videos as requested by her.
Regarding Huynh Cong Tan, the investigation agency determined that he was directed by Ms. Hang to conduct livestreams on many Youtube channels. Tan participated in hosting the program and reading comments during Ms. Hang's livestreams.
