Proposal to remove simulation test in driving license examination

This is the new content stated in the draft amending and supplementing a number of articles of Circular No. 12/2025 of the Ministry of Public Security regulating testing, granting driving licenses; granting and using international driving licenses, announced by the Traffic Police Department on November 17.

The Ministry of Public Security proposed to remove many provisions, including Clause 4, Article 4 of Circular 12/2025, which regulates simulation tests in driving license examinations.

Current regulations state: " Car driving test using software simulating traffic situations for classes B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE: test takers detect times of traffic safety risks through observing simulated situations appearing on the computer and providing operations to handle those situations ."

Regulations on the recognition of driving test results for candidates taking driving tests of the above categories are therefore proposed to be adjusted as follows:

- Candidates who pass the theoretical test, practical driving test in the diagram and practical driving test on the road will be recognized as having passed the test;

- Candidates who fail the theoretical test will not be allowed to take the practical driving test in the diagram, and candidates who fail the practical driving skills test in the diagram will not be allowed to take the driving test on the road. Candidates who pass the theoretical test and practical driving test in the diagram will have their test results reserved for 01 year from the date of passing the test; if they want to retake the test, they must have a valid driver's health certificate and must be listed in the previous test council's confirmation of absence or be listed in the driving test information system or provide valid documents or have electronic file data.

- At the end of the exam, candidates who are not recognized as successful can register to take the exam again.

Thus, if the draft is passed, candidates only need to complete 3 exams including: theory, driving practice in a simulator and driving practice on the road.

Candidates who fail the theory test will not be allowed to take the driving test.

Fail the theory test and you will not be allowed to take the practical test.

The draft also proposes to amend and supplement a number of regulations on the recognition of test results for candidates taking the driving test for classes A1, A and B1. Specifically, the Ministry of Public Security proposes two practical tests for the above license classes, including Comprehensive Test No. 1 and Comprehensive Test No. 2.

Candidates who fail the theoretical test will not be allowed to take the comprehensive driving test No. 1. Candidates who fail the comprehensive driving test No. 1 will not be allowed to take the comprehensive driving test No. 2.
