Mr. Duyet said that currently, there is a part of the national defense land fund that is no longer used for defense purposes, the Ministry of National Defense transfers it to local management so that the People's Committees at all levels can include it in the housing development plan for the armed forces.
However, this leads to dependence on local housing development plans. Mr. Duyet said that implementing housing policies for military officers encountered many difficulties.
Delegate Nguyen Quoc Duyet said that "it is very difficult to complete the target of building 5,000 social housing units assigned by the Government to the Ministry of National Defense."

However, through discussion and assessment, this content was not consistent with the planning, land use plan and especially the demand, and was not consistent with the land policy up to now, including the Land Law.

Mr. Ba proposed that the Ministry of National Defense and the Ministry of Public Security need to accurately determine the housing needs of the force and coordinate with localities to include them in the housing development plan. Localities should base on the needs to arrange land funds to develop housing for the armed forces.
