Proposal to legalize the General Secretary's directive on inviting singers and artists to teach

On the morning of May 6, continuing the 9th session of the 15th National Assembly , the National Assembly discussed in the hall the draft Law on Teachers. This is a draft law expected to be passed at this session.

Giving her opinion, delegate Nguyen Thi Thu Ha, Deputy Head of the National Assembly Delegation of Quang Ninh province, said she was very impressed and agreed with General Secretary To Lam's statement about inviting good singers, musicians, athletes or painters to teach music , sports or drawing to students.

"This is like a guideline to pave the way for thinking ineducational management. Contracting with singers, musicians, athletes, artists, and teaching gifted subjects in educational institutions is an opportunity for students to develop their talents and abilities, overcoming the current difficulty of lacking gifted teachers," said delegate Ha.

To implement the direction of General Secretary To Lam, the female delegate of Quang Ninh province proposed that the draft Law on Teachers needs to include a framework provision related to this matter and assign the Government to implement it.

Previously, at the meeting of the Politburo and the Secretariat on May 3, General Secretary To Lam emphasized: "The other day, when working with the Ministry of Education and Training, I said that we should have two sessions. In the afternoon, we can let the children learn other subjects. You guys said that we need hundreds of thousands of more teachers now. This cannot be done mechanically. To teach music, we should invite singers and talented artists to teach the children, (sign) contracts. The same goes for physical education and sports, we should invite athletes. Or we can invite artists to teach the children how to draw."

General Secretary To Lam also affirmed: "In peace, all children can develop. After finishing grade 12, they must at least know how to play a musical instrument."

Regarding the recruitment and use of teachers, the draft Law on Teachers submitted to the National Assembly proposes to assign the authority to recruit teachers to the education sector so that the sector can be proactive in recruitment and use.

In the report on receiving and revising the draft law, Chairman of the Culture and Social Affairs Committee Nguyen Dac Vinh said that the draft law stipulates the recruitment of teachers according to educational levels and training qualifications.

In particular, for preschools, general education institutions, continuing education institutions, and public specialized schools, the education management agency shall take the lead in advising on recruitment or in conducting recruitment.

For vocational education institutions, universities and non-public educational institutions, recruitment is carried out by the head of the educational institution.

The draft law also stipulates that, for vocational education, priority is given to those with practical experience in production, business, and services suitable for the industry or profession being taught.

Regarding the recruitment method, the draft law also clearly stipulates that the recruitment content is based on the professional standards of teachers. At the same time, the recruitment method is through examination or selection, which must include pedagogical practice.
