Proposal to upgrade the access channel to Tien Sa port

The Vietnam Maritime Administration has just sent a document to the Ministry of Construction supporting the proposal on investment policy to renovate and upgrade the Da Nang channel to Tien Sa port to receive 50,000 DWT ships of Da Nang Port Joint Stock Company using self-mobilized capital.

Enterprises propose to raise capital themselves

Previously, Da Nang Port Joint Stock Company proposed to use self-mobilized capital to implement the project of Upgrading and Renovating Da Nang maritime channel, section from buoy No. 0 to wharf No. 4 of Tien Sa wharf (length of about 6.1km), with implementation period from 2025 - 2026.

After completing the dredging, the enterprise will hand over the channel section to the Vietnam Maritime Administration for management, exploitation and maintenance to ensure channel depth.

Danang Port Joint Stock Company affirmed that it will agree to let upstream port enterprises exploit the waterway without having to pay for dredging investment costs. The enterprise also did not request the State to reimburse capital even in the case that Tien Sa wharf is converted into a tourist port according to the plan.

In addition, Danang Port Joint Stock Company commits to strictly comply with the provisions of Decree No. 57/2024/NDCP dated July 5, 2024 of the Government on management of dredging activities in seaport waters and inland waterways; not to collect dredged products; to ensure progress, quality, safety, security, environment and landscape.

It is known that all costs and investment efficiency will be the responsibility of the enterprise itself, without requiring State compensation.

According to the Danang Maritime Port Authority, in the context of increasing demand for maritime transport, the proactive investment of logistics, import-export and port exploitation enterprises in dredging and maintaining maritime channels leading to the port will bring double benefits, helping enterprises ensure smooth operations while reducing financial pressure on the state budget.

One of the most obvious benefits is that dredging helps the port channel reach the standard depth, ensuring safety for large tonnage vessels entering and leaving. With a standard channel, passenger ships, container ships, and bulk carriers with a tonnage of tens of thousands of tons can dock conveniently, thereby reducing transportation costs for businesses.

A representative of Da Nang Port Joint Stock Company shared that when the unit invests in dredging itself, the port can receive larger tonnage ships, and the volume of goods passing through the port will increase.

Investing in dredging not only brings personal benefits but also contributes to promoting socialization, creating conditions for mobilizing non-budgetary capital, promoting the participation of many economic sectors, thereby contributing to modernizing the seaport system.

In accordance with planning

Regarding this issue, previously, the Ministry of Construction (formerly the Ministry of Transport) approved wharf No. 1 of Tien Sa wharf (Da Nang port) to receive ships with a capacity of up to nearly 50,000 DWT from the fourth quarter of 2024. Accordingly, the policy approved wharf No. 1 of Tien Sa wharf (belonging to Da Nang seaport) to receive ships with a capacity of up to 49,999 DWT to enter and leave the wharf.

And based on the Master Plan for the development of Vietnam's seaport system for the 2021 - 2030 period, with a vision to 2050 approved by the Prime Minister, Tien Sa wharf area of ​​Da Nang seaport is planned for general cargo ships and bulk cargo with a capacity of up to 50,000 tons.

It is known that Tien Sa port area currently has 1 port with 8 general, container and passenger wharves, with a total length of 1,837m. The port can receive container ships up to 4,000 TEU, general ships of 50,000 DWT and passenger ships up to 225,000 GT.

After 2030, Tien Sa wharf will gradually convert its function into a tourist port, in line with the investment and exploitation roadmap of Lien Chieu wharf area.

According to the Vietnam Maritime Administration, the proposal of Da Nang Port Joint Stock Company to renovate and upgrade the navigation channel for 50,000 DWT ships using self-mobilized capital is consistent with the ship scale planning at Tien Sa wharf area as well as the orientation for maritime infrastructure development until 2030.

The Vietnam Maritime Administration supports this proposal to create conditions for businesses to effectively exploit invested port infrastructure, serving local socio-economic development.

Investing in 12 - 15 ports in the Da Nang seaport system

On March 31, the Ministry of Construction approved the detailed planning for the development of land and seaport areas of Da Nang city for the 2021-2030 period, with a vision to 2050.

Accordingly, the planning of the seaport system in Da Nang city until 2030 includes the following wharf areas: Tien Sa, Lien Chieu, Tho Quang, My Khe, Hoang Sa island district seaport and anchorage areas, transshipment areas, storm shelter areas...

Investing in 12 - 15 ports with a total of 20 - 23 wharves with a total length of 4,220 - 5,745m, meeting the needs of 23 - 29 million tons of cargo and receiving 532,300 - 597,000 passengers.
Regarding the capital demand for investment in the seaport system, it is about 23,335 billion VND, including investment capital for public maritime infrastructure of about 6,505 billion VND and investment capital for ports of about 16,830 billion VND.

At the same time, this plan proposes that after 2030, the function of Tien Sa port area will be gradually converted into a tourist port; by 2050, the city will continue to develop new ports to meet the demand for goods passing through with an average growth rate of about 4.5 - 5.5%/year.

During this phase, the investment in Lien Chieu port area will be completed with a scale of 22 overall development ports to meet the growing demand for goods, including: 8 liquid/gas ports; 8 container ports; 6 general cargo and bulk cargo ports...
