ANTD.VN - The Vietnam Federation of Commerce and Industry (VCCI) believes that it is necessary to study and supplement the winning bid price from the results of national and local centralized procurement and price negotiations as the basis for payment of costs for private medical facilities.

The Ministry of Planning and Investment is seeking comments on a draft Decree detailing a number of articles and measures to implement the Law on Bidding on contractor selection.
Article 94.1 of the Draft stipulates that private medical examination and treatment facilities using drugs on the list of drugs covered by the health insurance fund will be paid by the fund based on 3 bases: the winning bid price at public medical examination and treatment facilities at the provincial and central levels;
The winning bid price at a medical examination and treatment facility of the same technical expertise level in the same area; and the winning bid price at a public medical examination and treatment facility at the provincial, central level or at the same professional level in a neighboring area or in Hanoi or Ho Chi Minh City.
However, after consulting with businesses, VCCI said that the above bases do not cover all possible cases that may occur in reality.
Specifically, in practice, drugs can also be subject to national centralized bidding, local centralized bidding or price negotiation; and the winning bid price of the drug will be the national centralized bidding price, local centralized bidding price or the price from the price negotiation results.
When there are no drugs from these bidding forms, hospitals will proactively bid for drugs and have the winning bid price as the basis as in the draft.
Therefore, VCCI recommends that the drafting agency study and supplement the winning bid price from the results of national and local centralized procurement and price negotiation as the basis for payment of costs for private medical facilities.
