Proposal to double or triple salary to attract excellent teachers

On the morning of June 9, the National Assembly Standing Committee gave its opinions on the reception, explanation and revision of the draft Law on Teachers. The Chairman of the Economic and Financial Committee said that the Politburo is directing the development of two major resolutions related to the fields of education and health. Therefore, the draft law needs to clearly demonstrate the viewpoint, legal framework and national policies in attracting and rewarding teachers and doctors - those who play a key role in the cause of education and health care for the people.

"It is not enough to just rank teachers' salaries at the highest level in the salary scale system, but there should be a regime that is double or triple the current level to truly select the most excellent people," Mr. Mai emphasized.

He also proposed that the law create conditions for training quality teachers - those who directly educate the future masters of the country. If it cannot be stipulated in the law, he suggested that the Government specify the viewpoint of "teachers being ranked at the highest salary level" in the upcoming policy.

Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that through discussion, some delegates also proposed clearer regulations on salaries and allowances for teachers, which are ranked highest in the administrative career salary scale system, ensuring compliance with the policy of reforming salary policies.

According to Mr. Vinh, teachers in public educational institutions are civil servants, so their salaries are based on the administrative salary scale. The regulation that teachers receive the highest salary and allowances is an institutionalization of the Party's policy in Conclusion 91 of the Politburo. This content is basically not contrary to the spirit of Resolution 27 on reforming salary and allowance policies. The bill also assigns the Government to specify the salary classification of teachers.

Regarding teachers in non-public educational institutions, Mr. Vinh said that if the salary mechanism is applied similarly to the public sector, it will affect the policy of socializing education and violate the principles of autonomy and voluntariness. Therefore, the draft law stipulates that the salaries of non-public teachers will be implemented according to the provisions of labor law.

Minister of Education and Training Nguyen Kim Son said the draft law stipulates that teachers are given the highest salary in the administrative salary scale. However, the proposal to raise the salary 2-3 times higher than the current level "needs careful calculation due to the large impact on the budget".

"With about 1.2 million teachers, even a slight adjustment would greatly affect the state budget. Therefore, we cannot specify the increase in the law," said Mr. Son, adding that adjusting teachers' income needs to ensure their livelihoods but must have a roadmap and feasible calculations. The bill has provided principles to serve as a basis for developing future salary policies.

According to the Department of Teachers and Educational Managers, the starting salary for young teachers is currently at a coefficient of 2.34, about 6.8 million VND. Grade III preschool teachers receive from nearly 3.8 to more than 8.8 million VND per month depending on the level. Grade I primary, secondary and high school teachers receive the highest salaries. Of which, those with a salary coefficient of 6.78 receive a salary of nearly 16 million VND per month. In addition to the salary, teachers can also receive a number of other allowances such as: seniority allowance, career incentives, position allowance, etc.

The National Assembly is expected to pass this bill on June 13.
