The Ministry of Transport has just issued an official dispatch responding to the petition of voters of Binh Duong province to supplement regulations contributing to building traffic culture and ensuring traffic safety for traffic participants.
Accordingly, voters in Binh Duong province said that the current traffic accident situation is still complicated. Traffic accidents mostly originate from poor awareness of traffic participants such as violating alcohol concentration, speeding, not obeying traffic lights and signs, etc.
Besides, voters said that the penalty level is not enough to deter some violations.
Voters suggested that it is necessary to add regulations on permanently revoking driver's licenses and prohibiting driving all types of vehicles for those who violate traffic laws causing serious consequences, creating deterrence, contributing to building traffic culture, and ensuring safety for traffic participants.
Responding to this petition, the Ministry of Transport said that it has coordinated with the Ministry of Public Security to simultaneously complete two Law projects (the Road Traffic Order and Safety Law project and the Road Law project) under the direction of the Government to submit to the National Assembly.
In particular, the draft of the two laws has detailed regulations on prohibited acts (Article 8 of the draft Law on Road Traffic Order and Safety; Article 9 of the draft Road Law) to create deterrence, respect for the law, contribute to building a traffic culture, and ensure safety for traffic participants.
Once the National Assembly passes the two above-mentioned Law projects, the Ministry of Transport and the Ministry of Public Security will continue to coordinate to develop Decrees and Circulars to guide their implementation.
"Voters' proposals will be studied and specified in the provisions of the Decree and Circular to ensure deterrence and proper guidance in accordance with the law," the Ministry of Transport informed.
