This project of Vietnam National University, Hanoi (VNU) aims to realize the spirit of Resolution 57-NQ/TW of the Politburo and Resolution No. 03/NQ-CP of the Government.

Developing world-class scientific human resources
Accordingly, the project prioritizes the development of strategic technologies in each phase. The short-term phase (2025-2030) focuses on areas such as artificial intelligence (AI), big data, biotechnology, advanced materials and digital economy to create initial breakthroughs.
The medium-term period (2030-2040) will promote the development of quantum technology, intelligent automation, renewable energy and advanced biomedicine, contributing to improving research and application capacity.
The long-term phase (2040-2045) will shape the foundational technologies for the next industrial revolution, including nanotechnology, applied biology in precision medicine and high-level artificial intelligence, with the goal of making VNU a world-class research center.
One of the highlights of the project is the establishment of a set of criteria for outstanding scientists at VNU.
In 2025, VNU will focus on developing a team of 200 excellent scientists, each with at least 4 articles published in international journals in the ISI/Scopus category. At the same time, the goal of increasing the number of international publications by 400 to 500 articles compared to 2023 is set.
The 2025 science, technology and innovation budget is allocated with priority to support strong research groups, key laboratories, outstanding scientists and young PhDs.
The next phase from 2026 to 2030 is expected to be a comprehensive breakthrough when VNU aims to become an international standard research university and enter the top 500 universities in the world according to international rankings.
The goal of international publication of an average of 1.8 articles per lecturer, developing a club of 500 excellent scientists and 1,000 potential scientists is clearly set. VNU plans to invest in and develop 100 strong research groups, prioritizing key national training programs, while developing 15-20 internationally ranked scientific fields and building a system of international standard scientific journals.
Attractive income
VNU also offers a mechanism to reward breakthrough works with attractive rewards for scientific articles in the top 1% of the industry (VND 200-300 million/article), Q1 group articles (VND 100 million/article), and high rewards for international inventions, with rewards of up to VND 1 billion for each patented invention. Scientists also receive a percentage of revenue from commercializing research products, creating a strong motivation for research activities linked to practice.
The income of scientists is designed according to a fixed salary mechanism combined with additional income based on work performance (KPI-based Salary), ensuring a minimum income of three times that of a VNU-standard scientist and five times that of an international-standard scientist....
According to the program to develop lecturers and scientists for the 2026-2031 period, which the Director of Hanoi National University has just signed a decision to approve, in the 2026-2031 period, Hanoi National University will recruit 300 candidates to send for training abroad to create a source of successor lecturers and scientists.
The candidates are students with excellent academic results, talent and passion for teaching and scientific research. Priority is given to students with difficult circumstances and the spirit of overcoming difficulties.
Successful candidates will sign a training contract for lecturers, resource researchers or a labor contract with Hanoi National University and will be sent to study at partner universities of Hanoi National University in Japan, Korea, China, Taiwan (China), Russia, France, the US...
After completing the program and meeting the required standards, candidates will be officially recruited as lecturers and researchers at Hanoi National University.
