Regarding the implementation of Resolution 45-NQ/TW on building and promoting the role of intellectuals in the country's rapid and sustainable development, Mr. Vu Hai Quan, Director of Ho Chi Minh City National University, said that the unit has developed and implemented a plan to attract, retain and develop outstanding young scientists and leading scientists working at Ho Chi Minh City National University with the goal of attracting 350 scientists. After 3 recruitment rounds, the program has attracted 27 scientists, of whom 7 graduated from the world's top 100 universities.
In addition, VNU-HCM has issued a visiting professor program to attract and promote cooperation with outstanding experts and scientists in the world, contributing to improving the quality of teaching and research at VNU-HCM. By April 2025, the Program Advisory Board had approved a list of 16 international professors and experts from many of the world's leading prestigious universities such as Harvard Medical School (USA), University of Toronto (Canada), Technical University of Munich (Germany), Georgetown University (USA), Institute of Advanced Science and Technology (Japan)...
Implementing Resolution 57-NQ/TW on science - technology development, innovation and national digital transformation, VNU-HCM has issued an action program throughout the system to create a breakthrough in science - technology development, innovation and digital transformation; meeting the capacity to perform national strategic tasks, regional development tasks of the country, and raising the international position of VNU-HCM.
In the field of training and research, VNU-HCM proactively implements interdisciplinary programs, basic and applied research, focusing on key areas such as semiconductors, information technology, data science, AI, biotechnology, digital economy, circulation, climate change, green energy, food safety, etc. VNU-HCM has completed a draft of a unified digital skills framework, in accordance with the requirements of the Central Government and Ho Chi Minh City, with instructions for assessing digital capacity for 4 groups of subjects in the whole system: managers, civil servants, employees and learners.
Ho Chi Minh City National University strengthens its links with provinces and cities in the Southeast and Southwest regions such as Ho Chi Minh City, Dong Nai, Dong Thap, Long An, Binh Thuan, and Tay Ninh.
Professor Mai Thanh Phong, President of Ho Chi Minh City University of Technology - VNU-HCM, gave an overview of Ho Chi Minh City University of Technology, international publications of Ho Chi Minh City University of Technology, intellectual property activities, international cooperation, training, etc.
VNU-HCM also made many recommendations such as: allowing VNU-HCM to pilot a mechanism of autonomy in deciding tuition fees for international standard programs; deciding to use public assets for cooperation to promote the construction of the University Urban Area; establishing an investment mechanism for science - technology and innovation in the long term, specifically assigning VNU-HCM to preside over the implementation of basic scientific research programs and strategic technology research programs according to the strengths of each unit to the final product...
