On May 9, the Ministry of Health held a workshop to provide comments on the contents of amendments and supplements to Decree No. 96 and Circular No. 32 detailing a number of articles of the Law on Medical Examination and Treatment.
The technical expertise ranking is stipulated in Article 89 of Decree 96, with Appendix V stipulating the criteria. Accordingly, the ranking criteria are based on 4 groups of competencies. According to current regulations, newly established establishments are only ranked at the basic level, and after 2 years they are considered for upgrading.

When put into operation, facility 2 will operate synchronously under the unified management and operation of expertise, human resources, technical processes, and quality management system as facility 1. Therefore, when the hospital proves this, this facility should be ranked at the same level of technical expertise.
"The hospital's proposal aims to reflect the true nature of the interconnected operations between facilities 1 and 2 of a unit. At the same time, it reduces the burden of administrative procedures for hospitals and management agencies, and ensures consistency in expertise within the same hospital system," said Associate Professor Giap.
According to him, this will also encourage reputable and quality hospitals to expand their hospital chain networks and improve their ability to serve the people.

Regarding this content, Mr. Ha Anh Duc, Director of the Department of Medical Examination and Treatment Management (Ministry of Health), said that the Ministry of Health will seek opinions from the professional council. The revised content will be submitted to the Government next June.
In addition, in the process of implementing the decree and circular, some other shortcomings also arise that need to be adjusted and amended, such as professional qualifications, regulations on practice registration, practice issues, out-of-hospital emergency facilities, etc.
For example, regulations on revocation, suspension, and punishment of practitioners stipulate that intentionally requesting more than one practice license will result in severe penalties.
In addition, add cases of revocation of practice licenses in cases where the application is no longer qualified even though a practice license has been granted, and add cases of handling forged practice licenses.
Currently, medical examination and treatment facilities are divided into 3 levels of technical expertise including:
- Initial level (health stations, polyclinics, regional polyclinics...).
- Basic level (former provincial hospitals and some district hospitals are now classified as basic level with scores below 70).
- Specialized level (highest level, such as specialized hospital, special class hospital...).
