Social security highlights where there are no more poor or near-poor households

Chau Doc City is the leading locality in the province in reducing poor and near-poor households sustainably, when in 2015, the district level had no more poor households, and by 2024, there would be no more near-poor households. The locality has also taken the lead in eliminating temporary and dilapidated houses, and completed them very early (Lunar New Year 2025).

The border city has maintained a zero poverty rate for nearly a decade. The number of near-poor households at the beginning of 2024 was 142 (0.49%), and by the end of the year it also returned to zero. Specifically, Chau Phu A ward decreased by 9 households (1 household decreased naturally due to leaving the locality), Chau Phu B ward decreased by 17 households, Nui Sam ward decreased by 29 households, Vinh My ward decreased by 28 households, Vinh Nguon ward decreased by 26 households (1 household decreased naturally due to loss), Vinh Chau commune decreased by 16 households, Vinh Te commune decreased by 17 households.

According to the People's Committee of Chau Doc City, this impressive result comes from the reasonable and effective implementation of the central and local poverty reduction support policies, ensuring stable lives for near-poor households and newly escaped poverty households. Each locality and specialized sector propagates the content of the project to develop livelihood models, production models, introduce model models in other places, introduce preferential credit packages to create jobs, create livelihoods, and contribute to stabilizing people's income. Along with that, pay attention to implementing socialized health insurance care for households that have escaped near poverty by the end of 2024, promptly establish procedures so that people can use insurance cards continuously; continue to pay attention to supporting the education of students from near-poor households, not letting them drop out of school because of escaping near poverty. When Tet comes, households that have escaped near poverty are taken care of in many ways, enjoying the first special Spring in their journey to overcome difficulties.

According to Chairman of the Vietnam Fatherland Front Committee of Chau Doc City Huynh Chi Oanh, the mobilization of the Fund for the Poor has been focused on and achieved high efficiency. In the past year, the unit received contributions from organizations and individuals inside and outside the province (including cash and in-kind items) of about 12 billion VND. In addition, it launched a campaign to collect and submit over 1.5 billion VND to support the provinces in overcoming the consequences of storm No. 3. More than 10.5 billion VND was spent in the right place, to the right people, such as: Building 85 new Great Unity houses, repairing 3 houses (4.3 billion VND); helping 1,487 students with learning difficulties (855.5 million VND), including supporting 1,000 health insurance cards, 69 bicycles, giving gifts and scholarships to 418 students. The locality visited and gave gifts to 9,207 people (nearly 3.3 billion VND); Emergency assistance for 72 cases (67 million VND); social security support (1.5 billion VND)...

In the first quarter of 2025, Chau Doc City continued to promote the work of "repaying gratitude", supporting people with meritorious services, with 3 houses of gratitude handed over to households of people with meritorious services on the occasion of the Military-Civilian Tet; reviewing and making a list of 124 people with meritorious services who have reached the age of care (28 people in a group, 96 people at home); paying subsidies to 3,236 people, the amount of which is over 4.2 billion VND. Social protection work was fully implemented for 12,622 social protection beneficiaries, the amount of which is nearly 9 billion VND.

Responding to the Prime Minister's movement to eliminate temporary and dilapidated houses, through screening, the whole city has 15 households with difficult policies, in need of building new houses, repairing houses. After the survey, the localities agreed to immediately implement it for 13 households in need (2 households self-repaired), including 4 newly built houses, 9 repaired houses. The implementation cost is 510 million VND (value of new houses is 60 million VND/house, repair is 30 million VND/house). The whole project will be completed in February 2025. Not stopping there, to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), the locality continues to mobilize resources, build 25 new Great Unity houses, eliminate temporary and dilapidated houses in Vinh Nguon, Vinh My wards, Vinh Te and Vinh Chau communes for households with housing difficulties. Each house has a level 4 structure, cement floor, prefabricated frame, corrugated iron roof... Total cost ranges from 60 to more than 110 million VND. The City's Fund for the Poor Mobilization Committee supports 60 million VND/house, the rest is contributed by the family.

Ms. Pham Thi Bong (born in 1966, residing in Cay Cham hamlet, Vinh Te commune) received a 52m2 Great Unity house. The house is simple, but for her, it is a huge asset, which she never dared to dream of owning on her own. “Without any land to cultivate, my four children either sell lottery tickets or work far away to make ends meet. I have been sick for many years and cannot work anymore. The makeshift tree house is increasingly slanted and dilapidated, the whole family lives in fear of it collapsing at any moment. We managed to collect 8 million VND, the rest was fully supported by the State. I am so grateful to everyone! I am so happy that I can’t sleep, I feel like I am dreaming…” - she confided.

According to Vice Chairman of Chau Doc City People's Committee Huynh Buu Toan, the locality issued a plan to implement the National Target Program on Sustainable Poverty Reduction in the city in 2025; continue to monitor and implement projects related to poverty reduction and social security policies; implement support and build houses of gratitude for policy households; propagate and mobilize people of working age to participate in vocational training associated with job creation and labor export consulting. No more poor households or near-poor households does not mean that the process of caring for social security will stop. On the contrary, that journey will continue persistently, so that people's lives today will be better than yesterday, and tomorrow will be more developed than the past.
