Educational institutions assigned codes
At the 2025 Admissions Fair, a representative of the Ministry of Education and Training said that at this time, priority areas, subjects and priority plans will still enjoy the same policies and will not be affected by the merger. Recently, the Ministry of Education and Training issued guidelines for university and college admissions in 2025.
Regarding the issue of regional priority for candidates studying at high schools and equivalent educational institutions, how will the priority regime change? Mr. Nguyen Anh Dung - Deputy Director of the Department of Higher Education (Ministry of Education and Training) said that for high schools due to changes in administrative boundaries, relocation or changes in administrative levels, policies leading to changes in regional priority levels, each period will enjoy different priority levels. Educational institutions will be assigned a different educational institution code with the appropriate regional priority level.
Accordingly, candidates, based on their study time at the high school, choose and fill in the correct code of the educational institution according to the stages to enjoy the correct priority level according to the region. The Deputy Director of the Department of Higher Education gave an example:
Before 2013, Nguyen Dinh Lien High School was located in Cam Huy commune (Cam Xuyen, Ha Tinh, Region 2-NT), but since 2014, the school moved to Cam Duong commune of this district - Region 1. So this school is assigned 2 different codes: Code 068 - assigned to the school from 2013 onwards; Code 053 - assigned to the school from 2014 to present. If a candidate studied at this school from 2013 to 2015, grade 10 declares the school code 068, grade 11 and grade 12 declares the school code 053.
To enjoy priority according to the subject, candidates must declare on the System the permanent residence of more than 18 months in area 1 or/and permanent residence of more than 18 months in a particularly difficult commune during the time of studying in high school or intermediate school (List of difficult communes, particularly difficult communes prescribed by the Government). Candidates need to upload evidence to enjoy priority according to regulations and present the originals of the above documents for the training institution to compare when completing admission procedures.
To avoid candidates adding priority points twice, if the training institution uses the "graduation score" for admission, it must deduct the previously added priority points, then add the priority points according to the regulations of the Admission Regulations for admission.
Schools have established regulations
Based on the guidance of the Ministry of Education and Training, Hanoi National University of Education has developed regulations on priority points by region. Dr. Tran Cuong - Deputy Head of Training Department said that the priority points are applied to each region, region (KV) 1 plus 0.75 points. These are communes in regions I, II, III and communes with extremely difficult villages in ethnic and mountainous areas; extremely difficult communes in coastal and island areas; extremely difficult communes, border communes, and safe zone communes in the investment area of Program 135 according to regulations of the Prime Minister.
Candidates in rural Zone 2 will be given 0.5 points, including localities not in Zone 1, Zone 2, Zone 3. Candidates in Zone 2 will be given 0.25 points, including towns and cities under provinces; towns and suburban districts of centrally run cities (except communes in Zone 1). Candidates in Zone 3, which are inner-city districts of centrally run cities, will not be given priority points.
The admission area of each candidate is determined by the location of the school where the candidate studied the longest during high school (or intermediate level); if the study time (longest) in the areas is the same, it is determined by the area of the school where the candidate last studied. "Grade 12 students should ask their homeroom teacher about the priority area of the high school they are studying at to declare the information accurately," Dr. Tran Cuong noted.
The University of Foreign Languages (Vietnam National University, Hanoi) has developed an admission score scale with the admission method based on the results of the 2025 high school graduation exam. Accordingly, candidates use the school's admission combinations to register for admission with an unlimited number of wishes. Admission score scale: Foreign language score is calculated with a coefficient of 2, then converted to a 30-point scale and priority points are added according to regulations.
Admission score = [(Subject 1 score + Subject 2 score + (Foreign Language score x 2))/4 x 3] + bonus points + priority points (if any). Priority points = [(30 - Total points achieved including bonus points)/7.5] × Priority points for region and subject.
In the context of commune-level administrative units being reorganized, merged, and renamed according to the Party and State's policies, Dr. Le Viet Khuyen - Vice President of the Association of Vietnamese Universities and Colleges said that the application of preferential point-adding policies in university admissions this year should be maintained. Accordingly, localities and training institutions should continue to apply Official Dispatch No. 389/UBDT-CSDT dated March 30, 2020 to implement preferential point-adding for candidates in commune-level administrative units after reorganization, merger, and renaming.
Specifically, for specific policies under the decision-making authority of the Government, Prime Minister, Ministries, and ministerial-level agencies, the highest specific policy of one of the district-level and commune-level administrative units before the arrangement shall be applied at the newly formed district-level and commune-level administrative units after the arrangement.
During this period, based on legal regulations, the provincial People's Committee must organize a review, assessment and report in writing to the competent authority for consideration and determination of specific policies for the newly formed administrative unit after the reorganization. Specific policies of district and commune-level administrative units must be implemented according to the new decision of the competent authority.
Priority scores (region, subject) for admission must be consistent and consistent according to the regulations in Article 7 of the Admission Regulations. In case of admission based on a scale other than the 30-point scale, the training institution must determine the corresponding priority score as the 30-point scale according to the regulations in Article 7 of the Admission Regulations.
