Reporting at the meeting, Provincial Party Secretary Tran Quoc Cuong said: The economic - social growth rate of GRDP in 2025 of Dien Bien province is estimated at 17,970 billion VND, an average growth of 8.02%/year; GRDP per capita is 52.83 million VND. Budget revenue reaches 1,779.5 billion VND. Industry grows by 12.82%/year; total social investment capital in the period of 2021 - 2025 reaches more than 81,844 billion VND. Tourism welcomes 5.5 million visitors, earning more than 9,400 billion VND. The multidimensional poverty rate is 17.66%, down 3.97%/year.
Dien Bien has completed 22,300 solidarity houses and houses for poor households. Health insurance coverage rate reached 98%. Education and healthcare quality has improved. Border sovereignty has been maintained, political security and social order and safety have been ensured; effective foreign relations have been expanded with the provinces of Northern Laos, China, Thailand, Russia, etc.
Regarding recommendations and proposals, Dien Bien province proposed the Central Government some contents such as: Issuing specific policies and mechanisms for mountainous provinces such as Dien Bien; paying attention to the Son La - Dien Bien - Tay Trang expressway investment project (about 21,334 billion VND); supplementing investment capital for the A Pa Chai border gate economic zone and land database (requesting support of 1,300 billion VND); creating conditions for the province to attract large corporations (Vingroup, Sun Group).
At the meeting, members of the Party and State delegation requested Dien Bien province to soon complete the structure and planning of cadres and commune-level Party committees; complete the unified document system from all levels; ensure harmony in economic development and national defense - security, border order, drug prevention; pay attention to directing the development of macadamia cultivation; the high poverty rate in Dien Bien, difficulties in sustainable poverty reduction...

Concluding the meeting, General Secretary To Lam praised the outstanding efforts of the Party Committee, government and people of all ethnic groups in Dien Bien province in socio-economic development, especially the spirit of daring to think, daring to do, and changing development thinking. With a GRDP growth rate of nearly 9% per year, attracting 95,000 billion VND in investment capital, Dien Bien has gradually affirmed its new position. The province has seriously approached major policies of the Central Government, achieving clear results such as reducing the poverty rate to 17.66%, developing enterprises and cooperatives, promoting digital transformation, and effectively implementing key infrastructure projects. Success in organizing major events such as the 70th anniversary of Dien Bien Phu Victory and the National Tourism Year 2024 has helped promote the image and create new momentum for Dien Bien's development.
General Secretary To Lam also pointed out the province's limitations such as weak economic strength, unsynchronized infrastructure, low quality of human resources, high poverty rate in remote areas, and potential non-traditional security complications. The General Secretary emphasized that the "Dien Bien Phu spirit" needs to continue to be promoted in peacetime as a development imperative. The General Secretary suggested that Dien Bien focus on 6 major orientations: Streamlining the apparatus to be lean and effective; developing the economy based on infrastructure - technology - human resources; improving the investment environment and developing the rural economy; enhancing the quality of culture - society; ensuring national defense - security; building a clean and strong Party and political system. At the same time, he called on central departments and branches to provide maximum support in terms of institutions and resources for Dien Bien to develop rapidly and sustainably.
