Dien Bien replicates the model of "Friendly Government"

The border commune of Na Hy was chosen by the leaders of Nam Po district as a pilot model for the "Friendly Government" model from 2024. At the beginning of the implementation, the commune's cadres and civil servants found it difficult to meet the requirements of the new model "Friendly Government" with clear, convenient and friendly results that left a mark on the people's hearts...

However, when starting to implement, the Party Committee and People's Committee leaders proactively researched and learned about the results of implementing the model in other localities in the country, then specified each part of the work and assigned it to individual focal points for implementation.

Taking people as the center of work, the Steering Committee for building the model of "Friendly Government" (Steering Committee) of Na Hy commune believes that most of the people in the commune are ethnic minorities, with limited knowledge of laws, policies, and regulations, so many people are afraid to come to the commune to carry out administrative procedures or personal matters... Understanding the people's psychology, the Steering Committee has renovated the office building of the one-stop department, added signs and diagrams to guide each procedure so that people can easily understand and carry out.

For the staff and civil servants who directly work at the departments receiving and handling work, the Steering Committee requires that their personal phone numbers and nameplates and positions be made public so that people can feel close and friendly. This method also avoids the phenomenon of "people saying they have submitted their documents to the staff but do not know which staff, so the staff just rest assured... delaying the people's work".

Vice Chairwoman of Na Hy Lang People's Committee Thi Nuong said: The commune has arranged five civil servants with solid professional qualifications to work at the Reception and Results Department; equipped with a computer system connected to the internet, printers, free high-speed wifi devices...

At the same time, officials and civil servants are required to handle administrative procedures in accordance with the "four on-site" principle (reception-appraisal-approval-return of results), the four criteria "faster, more economical, more reasonable, more friendly". After one year of implementation, the model has received the consensus and high appreciation of ethnic people. The most noticeable result is that people have proactively come to the commune to carry out marriage registration and birth registration procedures for their children; therefore, in the past year, Na Hy has not had any cases of unregistered marriage or late birth registration...

Also a border commune selected as a pilot model for the "Friendly Government" since the beginning of 2024, Thanh Chan commune ( Dien Bien district) has publicly posted administrative procedures and procedures for handling each procedure; at the same time, it has publicly posted the phone numbers of the Party Secretary, Deputy Secretary; Chairman, Vice Chairman of the People's Committee and commune officials and civil servants at the commune's headquarters and electronic information page so that any citizen who encounters difficulties or officials who cause difficulties or delay in handling work can immediately report to the leaders.

Along with that, the commune has arranged a department to receive and return administrative procedure results at a convenient location; there is a separate reception room for people to comfortably exchange requests or make comments and recommendations.

Thanh Chan Commune Party Secretary Hoang Van Tham said: Through the implementation of the model, the commune's cadres and civil servants clearly understand the responsibility of cadres to serve and resolve people's work so that people are satisfied when coming to the commune. From July 2024 to now, Thanh Chan has received 3,386 records; resolved 3,386 records in advance and on time (100%). This result demonstrates the change in awareness and working attitude of cadres and civil servants selected to implement the "Friendly Government" model in Thanh Chan.

Through evaluating practical results and surveying comments from local people, the survey teams all affirmed: Implementing the "Friendly Government" model has strongly impacted the thinking, awareness and responsibility of Party committees, authorities, cadres and civil servants of communes, wards and towns.

From there, gradually build and establish a close, friendly relationship between the government and the people; gain the people's approval, trust, and appreciation, creating consensus in society. This is an important factor contributing to the successful implementation of socio -economic development tasks, ensuring national defense and security, and building new rural areas in each locality.

According to Nguyen Ngoc Son, Deputy Head of the Propaganda and Mass Mobilization Department of Dien Bien Provincial Party Committee, in the coming time, it is necessary to continue to replicate the model and creative and flexible ways of doing things to communes and wards in the province. Especially in the coming time, when implementing the two-level government model (province-commune), the "Friendly Government" model is expected to bring about comprehensive changes and effectiveness in Dien Bien.
