On the morning of February 2, the 2024 Online Forum on Cooperative Economy and Cooperatives took place in Hanoi, with the theme "Improving the State's support policies according to Resolution No. 20-/NQ/TW dated June 16, 2022 - Driving force to promote the development of collective economy and cooperatives in the new period". Attending the forum were Prime Minister Pham Minh Chinh; Deputy Prime Minister Le Minh Khai; leaders of central ministries and branches, representatives of embassies, international organizations, experts, scientists and the cooperative community.

According to the report of the Ministry of Planning and Investment , in 2023, the country will have about 31,700 cooperatives, 158 cooperative unions and 73,000 cooperative groups. Compared to 2022, the number of cooperatives will increase by about 2,200 cooperatives (up 7.9%), 23 cooperative unions (up about 26.4%) and the number of cooperative groups will increase by about 2,000 (up 2.8%). The number of newly established cooperatives in 2023 will reach about 2,700 cooperatives, and nearly 400 cooperatives will be dissolved.
In Dak Lak, by the end of 2023, the whole province had 783 cooperatives, 05 cooperative unions and 419 cooperative groups registered to operate, leading the Central Highlands region in terms of the number of cooperatives. The number of cooperative members is about 71,000 members; cooperative group members is about 7,590 members; the total number of regular employees is about 23,000 people. The average revenue is about 2,500 million VND/year/cooperative, the average profit is about 300 million VND/year; the average income of members/workers in the cooperative sector is about 60 million VND/year/cooperative; Cooperative groups are about 50 million VND/year.

At the forum, leaders of ministries, branches; experts, and cooperatives said that: over the past 20 years, the general legal corridor and policy mechanisms to support the collective economy (KTTT) have been focused on building and perfecting to suit each stage of development. However, the collective economic sector still faces many difficulties and obstacles, especially in attracting social resources; strengthening links between members participating in the collective economy, improving coordination efficiency between ministries, branches, localities, between the public and private sectors; digital transformation, green transformation in cooperatives are still slow to implement... Policies to support the development of the collective economy have been fully implemented by the province, bringing many positive effects in recent times. However, in order for collective economy and cooperatives in 2024 and the following years to develop as required in Resolution No. 20-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on continuing to innovate, develop and improve the efficiency of the collective economy in the new period, the Central Committee needs to promptly issue documents guiding the implementation of the Law on Cooperatives in 2023 so that localities have a basis for implementation when this Law comes into effect on July 1, 2024...

In his concluding remarks at the Forum, Prime Minister Pham Minh Chinh emphasized that developing the collective economy is a consistent goal of the Party, State and Government. Developing the collective economy is an inevitable trend in the context of international integration, in line with Vietnam's socialist-oriented market economy. On behalf of the Government, the Prime Minister highly appreciated and commended the efforts and congratulated the remarkable results that the collective economy and cooperative sectors have achieved in recent times.
The Prime Minister requested central ministries and branches to continue to improve the development of support policies towards comprehensive innovation, including specific mechanisms in mobilizing and using support budgets. From there, it will create opportunities and motivation for the collective economic sector and cooperatives to be self-reliant, self-reliant, catch up, progress together and rise up with other economic sectors and sectors, to develop rapidly, sustainably, inclusively and comprehensively. In the context that the world economy is forecast to continue to have many unpredictable fluctuations, affecting the socio-economic development in the country, the collective economic sector and cooperatives of our country need to change their thinking, break free, rise up by self-reliance, self-reliance, and strongly transform both thinking and action towards the strong application of modern science and technology, green transformation, digital transformation, circular economy, knowledge economy, sharing economy, etc.
