In Official Dispatch No. 79/CD-TTg dated May 31, 2025 on proactively implementing measures to ensure production, processing, consumption and export of agricultural products, the Prime Minister also requested the Ministry of Finance to direct forces to have specific plans to facilitate and prioritize the fastest customs clearance for fresh agricultural products for export.

Open separate stream for agricultural products
Deputy Head of Customs Branch VI (Lang Son, Cao Bang ) Vi Cong Tuong said: From the beginning of 2025 until now, import and export activities at border gates in Lang Son province have tended to increase. As of June 4, there were about 214,000 vehicles passing through the border gates, an increase of 23% over the same period last year with more than 3,500 enterprises participating in import and export activities through the area. The total import and export turnover of goods through the province's border gates reached nearly 33.1 billion USD, an increase of 34% over the same period last year. Notably, agricultural products are among the items cleared in large quantities.
Deputy Head of Tan Thanh Border Gate Customs, Van Lang (Lang Son) Nong Quang Hung shared: Tan Thanh is the largest agricultural export and import border gate in the province. In recent times, the functional forces at the border gate have always created favorable conditions for businesses to export and import through the border gate. Agricultural products such as durian, jackfruit, mango... are all exported during the day. For durian alone, Tan Thanh border gate processes more than 500 tons of export procedures every day, equivalent to 50 trucks carrying goods.
Regarding lychee, in recent days, the border gate has received 3 to 5 trucks of lychee for export each day. It is forecasted that in the coming days, during the lychee season, the number of trucks will increase. To ensure that trucks exported during the day do not get congested, Tan Thanh border gate has proposed a solution to prioritize opening a separate lane for exports, expanding the reception area to 200 trucks of lychee per day. Currently, after only 10 minutes from receiving the truck to completing paperwork, this item has been exported through the border gate.
Meanwhile, Kim Thanh International Road Border Gate No. II (Lao Cai province) also has many plans to support the smooth export of fresh lychee to China, such as: separate lanes for vehicles carrying lychee at the border gate; vehicles carrying fresh lychee will be given priority to go through a separate control gate for quick export.
According to the Ministry of Agriculture and Environment, this year the total lychee output nationwide will reach about 303,000 tons, an increase of 30% compared to 2024, so consumption needs special attention. Although Vietnam's fresh lychees have been exported to more than 20 countries around the world, China is still a key market, accounting for 90% of export output, so fast and effective customs clearance at border gates plays an important role in the circulation of goods and ensuring the quality of fresh products.
Meet the regulations and standards of the import market
Deputy Minister of Agriculture and Environment Phung Duc Tien said that recently, the Ministry's leaders had a direct meeting with the General Administration of Customs of China on a number of issues related to agricultural exports to this market. Accordingly, the two sides agreed to enhance customs clearance capacity, inspect the quality of agricultural products at border gates, and be ready to extend working hours for early customs clearance, reducing congestion, especially for products in the main harvest season. Particularly for fresh lychees, the Department of Crop Production and Plant Protection (Ministry of Agriculture and Environment) has arranged staff to be on duty 24/7 at border gates and testing rooms to quickly serve plant quarantine procedures before export.
In addition, the Customs Department has issued a document requesting the Customs Sub-Departments of the regions to direct their affiliated units to facilitate and prioritize immediate customs clearance for agricultural, forestry and fishery export goods, especially goods at the time of the main harvest; regularly update the situation, promptly provide information on import policies and tariff policies of countries to enterprises exporting agricultural, forestry and fishery products through border gates in the area.
The consistent policy of Lang Son province's leaders is to always create the most favorable and open conditions for businesses exporting agricultural products.
Lang Son province has proactively discussed and held talks with the authorities of Guangxi (China) to agree on plans to improve the capacity of customs clearance for import and export goods, especially exchanging contents to create the most favorable conditions for customs clearance of fresh fruits from Vietnam.
However, to facilitate export activities, the Management Board also recommends that localities continue to advise businesses and export traders to proactively export in the direction of official channels, with sales contracts to minimize risks; at the same time, pay attention to quality, food safety and hygiene, and meet China's requirements on traceability, growing area codes, and packaging facility codes.
Sharing the same view, Mr. Mai Xuan Thin, General Director of Red Dragon Production-Trade-Service Company Limited, said that China currently strictly controls food safety issues and strengthens communication about the quality of imported agricultural products, contributing to building trust for domestic consumers. Therefore, when Vietnam ensures technical standards and meets regulations on pesticide residues and heavy metals, Chinese consumers will certainly strongly support Vietnamese agricultural products.
