Ninh Thuan nuclear power plant applies shortened bidding process

The National Assembly passed a resolution on special policies and mechanisms for the construction of nuclear power plants in Ninh Thuan .

On February 19, the National Assembly voted to pass a resolution on policies and specific mechanisms for building nuclear power plants in Ninh Thuan. Voting results showed that 96.03% of the National Assembly deputies present approved.

Before the National Assembly voted, Chairman of the National Assembly's Committee on Science , Technology and Environment Le Quang Huy presented a summary report explaining, accepting and revising the draft Resolution of the National Assembly on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project.

Mr. Huy said that the name of the draft Resolution has been revised to "Resolution on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project" to ensure consistency with Article 4 of Resolution No. 41/2009/QH12 on investment policy for the Ninh Thuan nuclear power project and Article 3 of the Investment Law; the phrase "special mechanisms and policies" is used throughout the draft Resolution.

In response to the opinions of National Assembly delegates, the subject of application in Clause 2, Article 2 of the Resolution is adjusted to “project investor” to ensure strictness; adding the subject of application “Ninh Thuan province” and “unit assigned to prepare the project”. This Resolution is the legal basis for the Prime Minister to assign specific investors to implement the projects.

The Resolution takes effect when passed by the National Assembly, and the work assigned to specific investors will be carried out in the next step.

Regarding the selection of investors and contractors, the draft Resolution has been revised to allow the application of shortened bidding according to the provisions of the law on bidding.

The Draft Resolution stipulates the application of designated bidding for bidding packages and jobs with specific characteristics related to technology and nuclear safety, closely linked to and directly serving the implementation of investment in the construction of the main plant.

For the implementation of component projects and other works of the main factory project that domestic units have sufficient capacity and experience to perform, the investor and relevant agencies must comply with the forms and procedures for selecting contractors according to current bidding laws.

In Article 3 on special mechanisms and policies, the Resolution resolves: The project is subject to special mechanisms and policies such as simultaneously implementing negotiations with partners who have signed international treaties or with other partners to sign international treaties on cooperation in construction and credit granting for the implementation of the Ninh Thuan Nuclear Power Project, in parallel with the process of approving adjustments to investment policies and approving investment projects.
