The content of the congratulatory message from the Central Executive Committee of the Lao People's Revolutionary Party reads:

Looking back at the life and great career of President Ho Chi Minh, especially in the context of the country falling under colonial rule, President Ho Chi Minh left his homeland to find a way to save the country. He came to Marxism-Leninism and creatively applied it in Indochina, through the establishment of the Indochinese Communist Party, which was the revolutionary party of the working class and laborers in Indochina and the predecessor of the Communist Party of Vietnam and the Lao People's Revolutionary Party, reflecting the life and activities of President Ho Chi Minh associated with the revolutionary struggle of the Vietnamese people as well as the three Indochinese countries, associated with the international Communist movement, the movement for independence and freedom of the oppressed and exploited peoples in the world, was the direct leader and commander in the struggle for national liberation and independence of the people of the three Indochinese countries until they achieved glorious victory, built a socialist state in Asia, smashed the yoke of old-style colonialism and continued to lead and direct the struggle against new-style colonialism. Fulfilling President Ho Chi Minh's last wish and advice that "nothing is more precious than independence and freedom" , the Vietnamese people waged a struggle and completely gained independence in the glorious Ho Chi Minh campaign on April 30, 1975 and continued the work of building and developing the prosperous country as it is today.

The great and comprehensive victories and achievements of the Vietnamese revolution are the result of the direct guidance and leadership of President Ho Chi Minh. The Vietnamese revolutionary cause over the past decades has affirmed the wise and correct leadership of the Communist Party of Vietnam as well as the far-sighted vision of President Ho Chi Minh on Party building, State management, domestic and international solidarity and unity, becoming the ideology and theory suitable for the Vietnamese revolution to this day. The ideology, revolutionary ethics, and working style of President Ho Chi Minh have become a shining, precious example, an invaluable asset not only for the Vietnamese people, but also a shining example for peoples who love peace , national independence and social progress.

Following the teachings and instructions of President Ho Chi Minh that "helping friends is helping ourselves", the Party, State and people of Vietnam have provided valuable, great and timely support and assistance to the Lao people in the past struggle for national liberation as well as in the current period of national construction and development. The great President Ho Chi Minh, together with President Kaysone Phomvihane and President Souphanouvong, laid the foundation and built the Laos-Vietnam solidarity relationship into an everlasting great solidarity of the people of the two countries in the victory over foreign invaders; becoming a rare pure and loyal relationship in international relations, a priceless heritage of the two countries, a rule of existence and development of the two countries, a decisive factor in the victory of the revolution in each country.

President Ho Chi Minh lives forever in the revolutionary cause and the great friendship, special solidarity and comprehensive cooperation between Laos and Vietnam.
