Adjusting Hanoi's planning to solve urban congestion and flooding

This document is issued to implement Conclusion No. 203 of the Politburo on continuing to focus on implementing tasks and solutions to ensure the highest level of implementation of the 2025 growth target, creating a solid momentum for sustainable double-digit growth in the coming period and Conclusion No. 202 of the Politburo and Secretariat on the situation and performance of the political system apparatus and two-level local government.

Accordingly, the Prime Minister requested the Chairman of the Hanoi People's Committee to urgently organize a review, evaluation, propose ideas, and request approval to adjust the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050, and the Adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065.

This, according to the Prime Minister, is to promptly handle difficulties, overcome limitations, promote the development of the Capital to truly be worthy of being the national political-administrative nerve center, a major center of economy, culture, education and training, science and technology and international integration; a smart, modern, bright, green, clean and beautiful urban area; worthy of the thousand-year-old capital; in accordance with the new Resolutions of the Politburo issued from the end of 2024 to present and the Resolution of the City Party Congress of this term.

" In particular, pay special attention to carefully studying the contents of master plans in the direction of multi-centers, multi-poles...; at the same time, planning a multi-modal urban transport network to ensure synchronous and convenient connection between modes of transport, thoroughly handling traffic congestion; carefully studying the contents of drainage planning to ensure improving surface drainage capacity, solving urban flooding ", the document clearly stated.

The Prime Minister also noted that Hanoi should carefully study the contents of the wastewater treatment planning to treat wastewater on-site to the maximum extent, not directly discharge untreated wastewater into the environment, limit the collection of wastewater to centralized treatment points; carefully study the contents of the planning for solid waste collection and treatment, especially the arrangement of solid waste collection points in streets and urban areas to ensure environmental sanitation to effectively handle environmental pollution problems.

The Prime Minister asked Hanoi to urgently conduct initial research on the review idea and report before December 10.

The Prime Minister assigned the Minister of Construction and the Minister of Finance to proactively coordinate and guide Hanoi City to urgently review and conduct initial research on ideas for adjustments suitable to the new situation, the new Resolution of the City Party Congress and recent Resolutions of the Politburo, the National Assembly, the Government and together with Hanoi City to report to the Prime Minister before December 10.
