Labor and salary survey at 3,400 enterprises

The Ministry of Labor, War Invalids and Social Affairs (MOLISA) has just issued Decision No. 1225/QD-BLDTBXH on the 2024 survey on labor and wages in enterprises. This survey aims to collect information on the production, business, labor and wage situation in enterprises. From there, it will provide a basis for adjusting the minimum wage in 2025 according to the activities of the National Wage Council; at the same time, it will serve the management and periodic publication of the average wage in the labor market, for enterprises and employees to refer to and as a basis for wage negotiations.

According to the plan, the survey will be conducted at 3,400 enterprises in 18 provinces and cities, representing 8 economic regions of the country, with a large number of enterprises and developed labor markets.

Specifically, including: Red River Delta ( Hanoi City, Hai Phong City, Hai Duong Province, Bac Ninh Province and Vinh Phuc Province); Northeast (Quang Ninh); Northwest (Hoa Binh); North Central (Thanh Hoa, Nghe An); South Central Coast (Da Nang City, Khanh Hoa); Central Highlands (Dak Lak); Southeast (Ho Chi Minh City), Dong Nai, Binh Duong, Ba Ria - Vung Tau) and Mekong Delta (Long An, Can Tho City).

Of which, the 2 localities with the largest number of surveyed enterprises are: Hanoi: 700 enterprises and Ho Chi Minh City: 800 enterprises.

The Ministry requires that the investigation on labor and wages in enterprises in 2024 ensure the correct implementation of the contents specified in the investigation plan; the scope and content of the investigation must be complete, consistent and not overlap with other investigations. In particular, information collected from enterprises and employees must be kept confidential according to regulations.

The investigation unit is an enterprise established and operating under the Enterprise Law. The enterprise subject to investigation was established and had production and business activities before January 1, 2023 and is still operating at the time of investigation.

Along with that, enterprises need to represent 3 groups of labor scale, including: From 10 to less than 100 employees; from 100 to less than 300 employees and from 300 employees or more; in terms of type, enterprises can belong to the group of State-owned enterprises, non-State enterprises or enterprises with foreign investment capital.

In addition, the enterprise operates in 3 groups of production and business sectors: Agriculture - forestry - fishery; industry - construction and trade - services. For employees, it is necessary to ensure the requirement of working time of 1 year or more.

According to the provisions of the Labor Code, the minimum wage is the lowest wage paid to workers doing the simplest work under normal working conditions, to ensure the minimum living standard of workers and their families, in accordance with the conditions of socio-economic development.

This minimum wage is determined by region and announced by the Government based on the recommendations of the National Wage Council.

Every year, the National Wage Council meets to advise the Government to adjust the minimum wage appropriately, in order to ensure the minimum living standard of workers. Most recently, the National Wage Council advised the Government to issue Decree 74/2024. Accordingly, from July 1, the regional minimum wage will increase by an average of 6% compared to the 2023 level./.
