Budget revenue increased by 69.3% over the same period
At the meeting, Director of Hanoi Department of Finance Nguyen Xuan Luu said: In the first quarter of 2025, the total state budget revenue in the city was VND 250,120 billion (reaching 49.5% of the estimate, up 69.3% over the same period); gross regional domestic product (GRDP) increased by 7.35% (in the same period, up 5.44%; higher than the scenario set at the beginning of the year of 7.21%). The total number of tourists reached 1.83 million, up 18.69%, of which international tourists reached 1.321 million, up 17.29%...
The City People's Committee focuses on implementing key projects and works, such as: Investment project to build Ring Road 4 - Hanoi Capital Region; Ring Road 1 project, Hoang Cau - Voi Phuc section (phase 1); project to renovate and upgrade National Highway 6, Ba La - Xuan Mai section... Along with that, the city speeds up investment procedures to soon start construction of 3 bridges across the Red River including: Tu Lien, Tran Hung Dao and Ngoc Hoi in 2025.
In the second quarter of 2025, the city will continue to review, adjust, supplement, and perfect functions and tasks, streamline the organizational structure associated with restructuring the staff, civil servants, and public employees to meet the requirements and tasks in the new development situation.
Focus on improving the investment and business environment, promoting business development, including private enterprises. Support businesses in implementing pilot, specific, breakthrough mechanisms and policies, "green channels" and "green lanes" mechanisms to simplify and shorten the time to handle administrative procedures; strictly implement decentralization and decentralization, and minimize intermediate steps. Strictly implement solutions to streamline and shorten the processing time for groups of administrative procedure records to achieve the target of GRDP growth of 8% or more.
People support the policy of merging administrative units
In a report summarizing the people's reflections and recommendations sent to the National Assembly session, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Sy Truong said: The vast majority of people believe that implementing Resolution 18-NQ/TU on continuing to innovate and streamline the political system's apparatus to be lean, effective and efficient is necessary. However, the implementation needs to be careful and carefully calculated to achieve high efficiency, and the state apparatus, especially local authorities, must change in accordance with reality.
People also agree and support the policy of merging administrative units, but there are still concerns about the arrangement and placement of redundant staff and the use of facilities.
Voters also expressed concerns about unemployment and underemployment, especially after the merger of agencies and organizations; many families want their children to attend extra classes as a way to manage their children and supplement their knowledge; voters are concerned about unsafe food, excessive use of chemicals and banned substances in animal husbandry, excessive advertising of functional foods, etc.
Voters recommend that the Central Government review and adjust the operating mechanisms of agencies and units in the political system, ensuring consistency and rationality in the division of responsibilities, decentralization and delegation of powers. It is necessary to continue to strongly apply digital transformation in the arrangement of commune-level administrative units in the 2023-2025 period, minimizing negative impacts on people and businesses, while ensuring timely settlement of administrative procedures.
Voters also recommended measures to support businesses, especially small and medium-sized enterprises, to overcome difficulties, restore production and business, speed up the implementation of national target programs and public investment projects...

Concluding the working session, Deputy Head of the City's National Assembly Delegation Nguyen Ngoc Tuan acknowledged the units for preparing a complete report to send to the National Assembly Delegation.

Social security and order are ensured. In the arrangement of administrative units, the city has done well, completing the process of collecting public opinions. It is expected that at the upcoming 22nd session (April 29), the City People's Council will pass a resolution on the policy of arranging commune-level administrative units.
Emphasizing that the ninth session of the National Assembly has a large workload, and will consider and approve many important contents. Therefore, members of the National Assembly Delegation focus on researching and contributing valid opinions to build laws and resolutions with contents that ensure regulations and are consistent with the 2024 Capital Law and the city's reality.
Acknowledging the opinions and recommendations of the delegates, Chairman of the City People's Council Nguyen Ngoc Tuan requested the National Assembly delegates and leaders of departments and branches to continue to focus highly and perform their tasks well to complete the targets in the coming time.
