The Vietnamese National Assembly delegation attending the meeting included Standing Member of the Foreign Affairs Committee, Vice Chairman of the Young National Assembly Delegates Group Thai Quynh Mai Dung; Standing Member of the National Defense and Security Committee, Vice Chairman of the Young National Assembly Delegates Group Trinh Xuan An.
At the meeting, after the opening speech by AIPA Secretary General Ar. Siti Rozaimeriyanty Dato Haji Abdul Rahman and the welcoming speech by Vice President of the National Assembly of the Lao PDR Sounthone Xayachak, the delegates proceeded to the Plenary Session.
On behalf of the Vietnamese National Assembly Delegation, Standing Member of the Foreign Affairs Committee Thai Quynh Mai Dung presented Vietnam's achievements and recommendations in empowering youth in building a safe, sustainable and inclusive ASEAN community.
The Standing Member of the Foreign Affairs Committee said that youth account for about one-third of ASEAN’s population, with a peak population of over 220 million expected in 2038, and play an important role in building a peaceful and prosperous ASEAN Community as future leaders. Over the years, Vietnam has made significant efforts to facilitate the comprehensive development and participation of youth.
Specifically mentioning Vietnam's efforts in creating conditions for the comprehensive development of youth, the Standing Member of the Foreign Affairs Committee emphasized that the adoption of the Youth Law (amended) is one of Vietnam's biggest steps forward in ensuring the role, responsibility and rights of youth in the country's development process.
The revised Youth Law also clearly stipulates the responsibilities of the Government and other organizations in ensuring the allocation of the state budget to implement the Law; providing youth with opportunities to contribute opinions and participate in the socio-economic development of the country and the region...
In the Vietnam Youth Development Strategy for the period 2021 - 2025, the Vietnamese Government has also introduced many comprehensive youth development policies such as: education, vocational training, employment, culture, health and life skills, to create a young, high-quality human resource to meet the needs of accelerating industrialization, modernization and international integration.
At the same time, the 9th Global Conference of Young Parliamentarians hosted by the Vietnamese National Assembly also adopted a Declaration, emphasizing the role of youth in accelerating the implementation of the Sustainable Development Goals through digital transformation; while promoting respect for cultural diversity to support sustainable development.
Reporting on the activities of the Vietnam Young Parliamentarians Group, the Standing Member of the Foreign Affairs Committee stated that in recent times, the Vietnam Young Parliamentarians Group has made many contributions to promoting young parliamentarians to develop their talents, intelligence, passion and contribute more to important decisions of the Vietnamese National Assembly. The group has improved the capacity of young parliamentarians, actively participated in foreign affairs activities to exchange information and experience with young parliamentarians of other countries on common national, regional and global issues.
At the same time, young Vietnamese parliamentarians also actively participate in parliamentary diplomatic activities, contributing practical and meaningful opinions to bilateral and multilateral forums.
At AIPA-41 (held in September 2020 in Vietnam), young Vietnamese parliamentarians proposed the first informal young parliamentarians' group initiative within the framework of AIPA, affirming the active, proactive and responsible participation of young Vietnamese parliamentarians in youth development in the region. These initiatives received strong consensus and are considered a new element in building the AIPA young parliamentarians' group mechanism at AIPA-43 held in Cambodia in November 2022.
“It is important to empower youth to reach their full potential and highlight the position of youth in the ASEAN community with a post-2025 vision, to build a safe, sustainable and inclusive ASEAN community.”
Affirming the role of youth empowerment, on behalf of the Vietnamese National Assembly Delegation, the Standing Member of the Foreign Affairs Committee made a number of recommendations and commitments with AIPA members to promote the legislative and supervisory role of young parliamentarians.
Specifically, according to the Standing Member of the Foreign Affairs Committee, it is necessary to further strengthen the cooperation, linkage mechanism and network of the AIPA Young Parliamentarians Group; strengthen cooperation and exchanges between young parliamentarians to share information, experience and learn from each other, create a network of cooperation and linkage between young parliamentarians; strengthen the exchange of legislative experience, especially in the construction of laws related to youth development, youth participation and issues such as climate change, green growth, digital transformation, cyber security, energy transition, etc.
In addition, the Standing Member of the Foreign Affairs Committee also suggested that AIPA members should allocate more resources to enhance the capacity of young parliamentarians. Because the collective strength of ASEAN youth plays an important role in determining the future of ASEAN, as well as in the successful implementation of the United Nations Sustainable Development Goals.
