The provincial National Assembly delegation surveyed the implementation of national target programs at the Department of Agriculture and Environment.

On the afternoon of October 13, under the chairmanship of Deputy Head of the Provincial National Assembly Delegation Le Dao An Xuan, the survey team of the Provincial National Assembly Delegation had a working session with the Department of Agriculture and Environment on the implementation of the National Assembly's resolutions on approving investment policies for national target programs for the 2021-2025 period in the province.

In the 2021 - 2025 period, the implementation of national target programs (NTPs) has brought about remarkable results. The multidimensional poverty rate decreased by an average of 1.67% per year; it is expected that by the end of 2025, the poverty rate will decrease by 3% or more, to 2.08%; the poverty rate among ethnic minorities will decrease by 4% or more, to 10.06% by the end of 2025.

The lives of poor and near-poor households have been increasingly improved. Particularly difficult areas have received investment through projects and works, and livelihood models for households and community groups have been effectively implemented.

Director of the Department of Agriculture and Environment Nguyen Minh Huan clarified some related contents.

Of which, the total capital allocated for the poverty reduction program is more than 1,650 billion VND, of which over 1,151 billion VND has been disbursed; loans have been provided to 303,015 poor households and policy beneficiaries; policies have been implemented to support tuition fees, study costs, rice, food and housing expenses for 121,769 students from poor, near-poor and ethnic minority households; 5,186,184 health insurance cards have been issued to the poor, near-poor and other beneficiaries; electricity bills have been supported for 290,972 poor households...

The National Target Program on New Rural Development continues to be widely implemented, and in fact, the rural appearance has improved a lot. The whole province after the merger has 88 communes, of which 26 communes meet 19 criteria; 6 communes meet 18 criteria; 1 commune meets 17 criteria; 4 communes meet 16 criteria; 3 communes meet 15 criteria; 48 communes meet less than 15 criteria...

At the meeting, delegates also clarified the difficulties and limitations: The poverty rate of the province is still high compared to the national average; the allocation of program capital is slow in some years; the disbursement rate is not high; the results of new rural construction are not in-depth; the quality and work of sustaining the results of some communes after reaching the standards are still limited, the infrastructure after reaching the standards in some localities has shown signs of degradation...

Concluding the working session, Deputy Head of the Provincial National Assembly Delegation Le Dao An Xuan highly appreciated the implementation results of the Department of Agriculture and Environment in the past time, and shared the difficulties that the industry encountered in the process of organizing and implementing national target programs.

He requested the Department of Agriculture and Environment to continue to complete the report, focusing on clarifying difficulties, obstacles and policy recommendations for the Provincial National Assembly Delegation to synthesize and send to the National Assembly and the Government to serve the process of building and adjusting policies for the next phase.

In particular, it is proposed to build and design national target programs in a framework and with openness, so that localities can proactively and flexibly implement them in accordance with actual conditions; decentralize, clearly define authority, shorten administrative procedures, and switch from "pre-inspection to post-inspection" to facilitate the implementation process.

Along with that, focus on investing in sustainable production models, associated with cooperatives; pay attention to the practicality of income and poor household criteria that must be suitable to the characteristics of regions and ethnic minorities. For propaganda work, it is necessary to innovate methods, apply digital technology to improve the effectiveness of reaching people, avoid formalities and spread out like in the previous period...
