In his opening remarks , Chairman of the National Assembly's Committee for Culture and Social Affairs Nguyen Dac Vinh shared a number of issues of concern to the monitoring delegation; focusing on the report on the implementation of policies and laws on the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources in the 2021-2024 period, developed by the Ministry of Education and Training. According to the Minister, the content of this supervision is mainly related to the implementation of two important laws: the Law on Higher Education and the Law on Vocational Education. Sharing his views on the issue of quality, the Minister affirmed that this is always the biggest concern. However, assessing quality must always be compared, what changes have been made compared to before and viewed from many perspectives. If only looking at expectations, quality will never meet them. Along with that, creating quality requires full and certain conditions.
Regarding bottlenecks, the Minister mentioned institutional bottlenecks and resource bottlenecks for education (investment, finance, infrastructure, etc.).

Regarding institutional bottlenecks, in addition to legal policies related to tax, land, and socialization, the Minister emphasized the legal bottlenecks in implementing university autonomy. Referring to the draft Law on Teachers, which considers teachers as special civil servants, according to the Minister, autonomous higher education institutions also need to be considered special public service units. This is the core point that when amending the Law on Higher Education, with the desire to have a series of policy mechanisms so that higher education institutions are truly special public service units.
“As a university, it must be autonomous to the highest degree, not based on financial criteria. Depending on the type of training in basic science, pedagogy, arts, etc., the state will calculate to have different investment support. This is a very important change,” the Minister shared.
Also on this issue, the Minister informed about the simultaneous amendment of 3 laws: Law on Education, Law on Higher Education and Law on Vocational Education; how to have a coherent system and have new breakthroughs.

Regarding the bottlenecks in investment, finance, infrastructure, and resources for education, in addition to the good news that the Politburo, the Secretariat, and the Government are directing the preparation of a national target program on modernizing infrastructure for education in general, the Minister proposed ensuring the ratio of spending on higher education; reviewing and approving a number of proposals and projects that are being submitted, without waiting for the national target program to be approved...
Regarding the opinion that enterprises must retrain their trained human resources, the Minister said: The responsibility of training schools is always to try to achieve the highest possible "match". However, in the context of rapidly changing careers and technologies, basic training, foundation, skills, and adaptability are what universities and vocational schools must aim for. On the business side, it is also necessary to change their perspective to prepare human resources for themselves together with schools, and cannot just sit and wait; including getting involved early, creating conditions for students to practice and intern at businesses...
