Attending the working session were members of the working delegation including: representatives of the Ministry of Construction, Ministry of Finance, Ministry of Agriculture and Environment, Industry and Trade and the Government Office .
Working with the delegation from the localities were comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lang Son province; Doan Thanh Son, Vice Chairman of the Provincial People's Committee; leaders of the People's Committees of Cao Bang and Tuyen Quang provinces and representatives of departments and branches of Ha Giang and Tuyen Quang provinces;
The main content of the working session is to evaluate the results of the implementation of the tasks that the inspection team concluded in the previous inspection held in March 2025 in Tuyen Quang province. At the same time, the team will review and remove difficulties and obstacles related to 4 key traffic projects to achieve the goal of completing 3,000 km of expressway by 2025.
According to the report of the Ministry of Construction, 4 expressway projects being implemented in Lang Son, Cao Bang, Tuyen Quang, and Ha Giang provinces have a total length of 257.5 km.
During the inspection in early March 2025, the inspection team announced the conclusion and assigned 17 tasks to agencies and units. By the end of May 2025, relevant localities and units had completed 5 tasks and 12 tasks were in progress but progress was slow.
The slow-moving tasks are grouped into four major groups: Site clearance, technical infrastructure relocation; construction material handling, dumping sites; on-site construction organization and capital allocation for projects.
Specifically, as of the end of May 2025, the slow site clearance work was mainly related to additional reclaimed areas due to project adjustments and design changes; existing problems with construction material handling and dumping sites at the expressway project in Lang Son and Cao Bang areas were still slow. Regarding construction and installation, investors and contractors have actively implemented but have not yet met requirements, especially the Huu Nghi-Chi Lang project and the Tuyen Quang-Ha Giang project through Tuyen Quang province. Regarding investment capital, localities lack local budget resources compared to commitments.
For the Huu Nghi-Chi Lang border gate expressway projects, the Lang Son Provincial People's Committee is the competent state agency to implement the project. Up to now, the land clearance work has been handed over by the province to 96% of the project area. At the Dong Dang (Lang Son)-Tra Linh (Cao Bang) expressway project, the Van Lang and Trang Dinh District People's Committees have handed over 97% of the area. Regarding construction and installation at the two projects, it is estimated to reach 24% of the plan according to the contract.
Discussing at the meeting, representatives of the provincial People's Committees presented the results, difficulties and obstacles in implementing a number of tasks assigned by Inspection Team No. 5 at the meeting in early March 2025, and proposed a number of solutions to speed up the progress such as: urgently deploying resettlement areas; relocating technical infrastructure; resolving administrative procedures for upgrading material mines; and supplementing dumping sites to serve the projects. The People's Committee of Lang Son province proposed that the Government allocate additional central budget capital for the Huu Nghi-Chi Lang expressway project to speed up the project's implementation progress.
Investors and contractors have committed to reviewing construction organization, adding equipment and human resources to increase production capacity at the site in the coming time.
In his concluding remarks at the working session, the Deputy Prime Minister highly appreciated the People's Committees of the provinces and relevant units for focusing on leadership, direction, and organization of the implementation of tasks to speed up the progress of expressway projects.
Regarding the tasks in the coming time, the Deputy Prime Minister emphasized: The 4 expressway projects being implemented in 4 provinces are of great significance in both improving the connecting traffic infrastructure and contributing to promoting economic growth of each province, completing the target of 3,000 km by the end of 2025. In that spirit, localities must mobilize the entire political system to participate in site clearance work; contractors must study the most effective construction plan from now until the end of the year, even in adverse weather conditions.
Specifically, localities must completely resolve the issues of site clearance, dumping sites, and technical infrastructure relocation before June 15, 2025. Regarding construction and installation, contractors must review work items, re-establish production plans, focus on increasing financial resources, equipment, and motorbikes, and have backup plans to compensate for progress in case of unfavorable weather conditions to complete the foundation and a layer of asphalt concrete pavement for projects in 2025. Investors must direct consulting units to supervise and strengthen inspection work to strictly implement the task of managing the quality of works according to design, especially river-crossing bridges and mountain-crossing tunnels, "not ignoring quality for the sake of progress".
Regarding investment capital, the Deputy Prime Minister assigned the Ministry of Finance to advise the Government to supplement projects in June to promote project progress.
For rest stops, the People's Committees of the provinces urgently agree on investment plans to implement investment in rest stops on highways in accordance with regulations.
During the implementation of projects, if any difficulties or problems arise, they must be promptly reported to the competent authorities for timely resolution and removal.
Speaking at the meeting, Comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, on behalf of the provincial leaders, received the instructions that the Deputy Prime Minister had assigned to the localities to continue leading and directing the districts to completely handle the project's site clearance work before June 15, 2025, contributing to promoting the construction progress and completing the project's asphalt concrete road surface in 2025.
During the inspection, the Deputy Prime Minister inspected the actual construction situation at the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project site in Van Lang district; presented gifts and encouraged officers, engineers and workers working at the construction site.
