Despite implementing various measures to attract talent through vocational education institutions, employment service centers, and social media platforms, and publicly announcing preferential policies regarding salaries, bonuses, and social welfare benefits, the company still faces challenges in recruiting workers, especially those with the necessary skills and qualifications.
Hung Phat Production and Investment Joint Stock Company (Minh Duc Industrial Park) is a company specializing in the production of aluminum profiles, currently employing over 200 workers. Currently, it is entering... During peak season, the company is recruiting workers to fulfill year-end orders. However, while recruiting unskilled labor is difficult, recruiting for positions requiring high-level skills, such as product quality control inspectors, is even more challenging. Ms. Vu Thi Hong Loan, the company's HR manager, stated: "We are having difficulty recruiting skilled workers. To attract workers, we have publicly announced incentive policies, but recruitment remains challenging."
Over the years, Hung Yen province has acted like a "magnet," attracting large businesses and corporations to invest. The province currently has one economic zone and dozens of other industrial parks. Industrial parks and clusters house thousands of registered businesses. Examples include Lien Ha Thai Industrial Park, Thang Long II Industrial Park, and Pho Noi A Industrial Park. Along with the rapid growth in attracting investment projects, these industrial parks and clusters are experiencing a labor shortage, both for new projects and for efficient businesses needing to expand their production scale.
Monitoring the activities of job fairs organized by the Provincial Employment Service Center reveals that the shortage of labor, especially skilled labor, is a difficult "problem" in many industrial sectors, particularly in manufacturing, technology, and FDI enterprises with modern production lines and technologies.
The reasons stem from the ineffective educational and training streaming system; many families prefer university education over vocational training for their children; vocational training programs haven't kept pace with the actual needs of businesses and the labor market, leading to a shortage of skilled personnel. Furthermore, some businesses lack effective policies to attract and retain skilled workers; and global technological advancements are rapid, while the workforce hasn't adapted quickly enough.
Currently, Hung Yen province has approximately 3.5 million people and is experiencing a demographic dividend with about 60% of its population in the working age group. This is not only a "resource" but also an advantage that attracts investment. Currently, industrial zones and clusters in the province are creating jobs for tens of thousands of workers. The demand for labor in the industrial and service sectors will continue to increase as several industrial zones and clusters become operational and expand, such as Thang Long II, Lien Ha Thai, VSIP, Pharmaceutical-Biology, Kim Dong, etc. This poses a significant challenge for businesses in attracting and retaining workers. It also presents a major challenge for the province in creating a workforce that meets market demands to maintain competitiveness and ensure the fulfillment of the components of the Provincial Competitiveness Index (PCI) related to training and human resource supply.
